Free online access to nearly 200 years of medical research 11 May 2006 Complete back issues covering nearly 200 years of historically significant biomedical journals are being made freely available online as a result of a landmark project launched today at the Wellcome Trust. On completion, the back files project will deliver over three million pages of medical journals free to anyone through standard search tools such as PubMed and Google. The initiative was developed through a partnership between the Wellcome Trust, JISC, the US National Library of Medicine (NLM) and a number of medical journal publishers. The archive, will contain a number of discoveries which have changed the face of medicine, including: a.. Sir Alexander Fleming's discovery of the use of penicillin to fight bacterial infections. British Journal of Experimental Pathology, 1929 (continued as the International Journal of Experimental Pathology) b.. Sir Richard Doll's groundbreaking study that confirmed that smoking was a "major cause" of lung cancer. BMJ, 1954 c.. Walter Reed's paper that proved that yellow fever is transmitted by mosquitoes. Journal of Hygiene, 1902 (continued as Epidemiology and Infection) d.. Kenneth Burton's classic and highly cited "methods" paper that provided a standard way of assaying DNA concentration in a solution using diphenylamine. Biochemical Journal, 1956 (online now) e.. Hodgkin's and Huxley's Nobel-prize winning paper on ionic theory of the nerve impulse. This work was the foundation for thousands of subsequent studies of electrical signalling in the brain and has been useful for understanding the origins of many disorders - such as multiple sclerosis, muscle myotonias, and heart arrhythmias - that result from defects in electrical signalling. Journal of Physiology, 1952 (online now) f.. Frederick Treves 1888 paper in which he described the first operation on an inflamed appendix. On publication, the paper was not initially well received as surgical intervention was discouraged in such cases. Seven years later this became the accepted practice. Medico-Chirurgical Transactions, 1888, (continued as the Journal of the Royal Society of Medicine) g.. Arunlakshana and Schild's 1959 paper on the characteristics of drug binding to receptor sites. Using the approach articulated in this paper the authors showed, for example, that the histamine receptors in various guinea pig and human tissues were the same. British Journal of Pharmacology, 1959 h.. Participating publishers have also agreed to continue to deposit current content of their journals into this archive. They will be freely available after an embargo period - a maximum of one year for all research papers. In addition to the faithful replication of every published page, the archive provides a number of innovative, value-added functions, including links from references to full text, high resolution images, full text searching across the entire archive, and links from the original article to corrections and retractions and vice-versa. Director of the Wellcome Trust, Dr Mark Walport, said: "This growing collection will be of lasting benefit to researchers, practitioners and medical historians worldwide. It will provide access to important scientific literature from the past, free of charge, to anyone in the world with internet access." JISC's Executive Secretary, Dr Malcolm Read, said: "This archive and its commitment to free and open access to the outputs of scientific research demonstrates the value of collaboration between funding bodies, publishers and the academic and research communities. JISC is delighted to have worked closely with the Wellcome Trust and the National Library of Medicine on what is an impressive and important resource." Dr. Donald A.B. Lindberg, Director of the National Library of Medicine said: "The importance of this archive is realized every day - our studies show that researchers and authors whose articles appear in PubMed Central are read and cited hundreds of times more than they were in their original print format. Dear All , The next NCSI-NET meeting will be held on Saturday, May 13th 2006. The meeting will commence with a talk. All are cordially invited for the talk. About the talk - Speaker: Dr. Sudhakar Varanasi, Senior Vice President, Satyam Computer Services Topic: Putting head and heart together: Technology in the service of Society: A case study of emergency services in Andhra Pradesh Time: 10-30 AM. Venue: Seminar Hall, NCSI, IISc, Bangalore Abstract: In India, about two lakh people face medical emergencies every day. Accidents at homes, workplaces and on roads happen quite frequently along with other medical, police and fire-related emergencies. The support systems required to deal with these emergencies in the society virtually do not exist in India. When an emergency occurs, we need a rapid action support system to come into force to bail the victims out of the imminent threat of loss of life or property. A systematic approach to providing total support to the victims of emergencies requires the integration of three phases (Sense, Reach and Care). A comprehensive emergency response system on the lines of 9.1.1 in the US and 112 in the EU was developed in the state of Andhra Pradesh by EMRI, a non-profit society that works on the PPP (public private partnership) model. Technology used in this project includes Computer Telephony Integration, Voice Loggers, GIS / Maps, GPS / AVLT, Mobile communications, e-learning etc. The EMRI project went live on Aug 15, 2005 and is now operational in 18 cities/towns in AP, covering about 13 million people, with an excellent support from the Government. The number of lives saved in exceeded 2000 during the past 9 months. The lessons learnt, the confidence gained and the future plans in this project will be shared during this presentation. So Is Internet evolving into a Digital Library?

They regarded it a myth to consider it digital library. As a bookstore cannot be called a Library in the same manner Internet providing access to huge information resources cannot considered as a Library. "Finding information is difficult, the quality of the information is quite variable, and reliable, professional assistance for the confused and lost is lacking". I have been keenly observing in past few years the emergence of a trend to organize the Internet (WEB) resources so that these are useful to the potential users. Yahoo was probably the first popular tool to hand pick and organize information resources into categories. Then came the voluntary efforts to create an Open Directory (Open Directory Project). Yet another landmark I consider is the emergence of social tagging platforms like Del.icio.us for bookmaking and Flickr to share Photos. Interestingly Nature Publishing Group produced Open Source Software – Connotea and a free site to "help researchers and clinicians manage and share information". It handles academic references far better than Del.icio.us. Now only days back Goggle launched Google Co-op. Here you can categorize the URLs in way you know better and people can subscribe to your categorization. This means that now you as a librarian can categorize and organization the web resources in a manner that could be useful for your patrons!! Well it is expected that they subscribe to your categories while searching. And this has started happening - Just noted that [US] National Library of Medicine is a major contributor. Dears, You are kindly invited to participate to an online questionnaire that aims to investigate the usefulness and usability of web based systems. The online questionnaire serves research aims of the Laboratory on Digital Libraries and Electronic Publishing, Department of Archive and Library Sciences, Ionian University, Greece. Dear Friends We all know that a war is on --> publishers vs producers. The first thing that comes to my mind - when speaking of copyright - public funded agencies should NOT be permitted to hold any copyright. The movement of Creative Commons Licenses <http://creativecommons.org> is a great move forward towards liberating information for the common good. The Conference call for papers <http://www.icdim.org/submission.asp> seems to be a Case-in-point for the above statements. By what right does a publisher, even if they sponsor, become copyright holders of infornation produced in the public domain. ---------------------------------------------------------------------------------------------------------- 1st International Conference on Digital Information Management (ICDIM) December 06-08, 2006 Christ College, Bangalore, India ---------------------------------------------------------------------------------------------------------- The copyright document by IEEE states: "4. In the case of a Work performed under a U.S. Government contract or grant, the IEEE recognizes that the U.S. Government has royalty-free permission to reproduce all or portions of the Work, and to authorize others to do so, for official U.S. Government purposes only, if the contract/grant so requires." NOW, this is for a conference to be held in INDIA. A word from the organisers would be very much welcome in this regard. To be impertinent, I would frankly say that by and large our group of librarians and library leaders are largely a group of voyeurs and reporters. What INDIA needs is : ACTIVISTS Secondly, in this age of video-conferencing and the all powerful internet, it seems such a waste of National Resources, that is to conduct in-person conferences. If we have to say something, we should organise local video-conf units, thereby eliminating expensive travel etc. Fringe benefits could be obtained by live streaming of the speaker which could be accessed by many more people. Yes, another fringe would be the feasibiity of attending only sessions of interest to oneself. Of late, most of us have, I presume, come to believe that the digital road is the path of the future. Dear friends IASLIC website has disappeared from its original domain/website. Its original domain name <http://www.iaslic.org/> www.iaslic.org is now available for sale. However, I saw this website (last updated 2002) on Indian Statistical Institute's website with DRTC. Earlier the ILA website disappeared in a samilar way. And now IASLIC website.
