Description of duties The incumbent provides library, research and electronic information services in support of WHO initiatives, objectives and programmes. He/she has full responsibility for the contents and quality control of the WHO Library Information Systems (WHOLIS) database, applying available information technology and, at the same time, ensuring that adherence to international bibliographic standards is maintained. Duties: 1. Responsible for the management and development of the WHO Library database (WHOLIS) and all electronic operations: - Develop and apply, in accordance with international publication practices, international cataloguing and indexing standards, National Library of Medicine (NLM) classification, bibliographic standards and related IT standards and practices for full-text and worldwide access to the institutional and collective memory of the Organization. - Constantly revise, analyse and implement, in coordination with IT specialists, the formats and technologies required to make WHO full-text health information available to the largest populations possible. - Create machine-readable bibliographic records and streamline the processes for WHO and non-WHO data input. - Establish and manage authority control files, develop thesauri/WHOLIS controlled vocabulary. - Interpret and adapt international bibliographic control standards to meet requirements for WHO documentation access. - Maintain SIRSI Unicorn Integrated Library Management System, monitor and evaluate the system for performance and solve system problems in coordination with the supplier. - LNK IT Coordinator, coordinating as required with the WHO Department of Information Technology and Telecommunications, the KMS Technologies for Information Management Team, the WHO web team and other UN agencies. - Working with the Regions to develop consensus on the libraries' institutional approaches and standards. - Coordinate with library reference services staff on the utilization of the database, organize special collections; and advise clients especially by working at the Reference Desk. 2. Coordinate, prepare, and apply the Cataloguing-in-Publication (CIP) data to all WHO produced publications following international bibliographic standards. 3. Consult and coordinate with WHO publications producers and IT on technological standards related to access to publications in new media: - Responsible for the appropriate collecting system and permanent storage of all electronic versions of publications/documents produced by the Organization. 4. Consult with WHO Technical Program areas to develop solutions for the cataloguing, storage and retrieval of all work related information and publications. Provide guidelines and make recommendations on data management and bibliographic policies. 5. Responsible for the WHO HQ multilingual scanning project: - Develop the plan and methodology of all scanning operations on WHO materials produced in the last 50 years in 6 official languages and 50+ other languages. - Develop opportunities for the scanning processes and seek external partnerships to ensure complete archival of WHO publications and institutional memory. 6. Perform other duties as required. QUALIFICATIONS REQUIRED: Education Postgraduate degree in librarianship, preferably with health sciences specialization in librarianship. Competencies In-depth knowledge of bibliographic database management, international standard cataloguing, Marc coding, NLM classification and MeSH. Extensive knowledge of IT, especially Library-automated systems. Experience in providing library/information services. Proven writing and communication skills. Integrity, tact and discretion in dealing with various contacts. Ability to work with a variety of cultures in different settings. The following would be an advantage: Knowledge of WHO and/or the UN Library information systems at global, regional and national levels. Experience Extensive relevant experience preferably with responsibilities for database management and library and information services within a large and complex organization. The following would be desirable: - Experience in developing countries. - Experience within WHO, or other UN organization. QUALIFICATIONS REQUISES: Formation Diplôme post-universitaire de bibliothécaire, de préférence avec une spécialisation en sciences de la santé Compétences Connaissance approfondie de la gestion de bases de données bibliographiques, du catalogage international, du codage Marc, de la classification NLM et du MeSH. Bonne connaissance de la technologie de l'information et en particulier des systèmes de gestion automatisée de bibliothèque. Expérience de la fourniture de services d'information/de bibliothécaire. Aptitude à communiquer à l'écrit et à l'oral. Intégrité, tact et discrétion dans les contacts avec toute sorte de personnes. Dear LIS Forum members, I am totally agreeing with the comment made by Mr. Gopakumar, regarding the change of M.L.I.Sc. to M.Sc. When one think of M.Sc., he will definitely compare with any other M.Sc. degree and don't bother about what we would have studied and what we have been doing and so and so..In my Opinion, one may think what is in the letter 'L', AT LEAST. Dear lisforum members, I have seen the posting of Mr.srinvasulu.b, a student of NCSI asking for changing the name of the degree from MLISc to MSc. A budding professional feels inferior with the name of the degree he is holding is an astonishing thing for me. If the name is changed to MSc, he may be feeling that nobody will ask him what he is learning there. But to me I feel that others should ask us what we are studying and what we are practicing. Through what we do, others will come to know about what we have learned also. Be proud to be a professional librarian. It is not the degree that matters or even its name. But what work you do at your workplace is that matters. This is the advice that a senior librarian with both BLISc and MLISc to his credit has to say. RE:IPR and copyright

Kumar, There is no copyright violation in creating repository of your own institution's internal publications unless they are published externally. However, you need to have copyright clearance for the publications/documents already published externally (Journals/Conferences/workshops etc). As most of us know, off-late few major publishers have revised their copyright policies and now they would allow authors/institutions to retain and enable access to the published documents within the author's organization. Ofcourse, the rights differ from publisher to publisher. Its important to read latest copyright policies of publishers before you consider using their publications/documents. You may want to know that, some international organizations have "copyright transfer form" in place to ensure that publishers grant permission to authors/institutions to host the content within the organization at the time of submitting the manuscript for publication. The second need is to provide toolkits for federated searching which are able to be embedded in electronic learning environments used by lecturers, students and researchers. Most of these environments are institutional Virtual Learning Environments (VLEs) and Portals. Our study will show that the satisfaction of both needs faces important obstacles. On one side, standard exchange formats such as Z39.50 or OAI, developed precisely to facilitate the transfer or sharing of data between computer systems, present obstacles that make the harvesting and searching of data from digital repositories a challenging process. On the other side, VLEs are often restricted in their ability to allow the sharing and re-use of external e-learning sources discovered by federated searching toolkits. A solution for these obstacles, based on a service-oriented architecture approach, is suggested and explored on a pilot system. The aim of our research is the realisation of the concept of flexible federated searching. The intention is that the VLE user should be able to use whatever search tool he/she likes for whatever repositories he/she needs to search, without concern for how the tool and the repositories manage to communicate, or how the tool makes search results available to other VLE components. The pilot system attempts to demonstrate that most of the flexible federated searching concept can be achieved by making proper use of current interoperability standards for digital repositories and e-learning systems. Dear Fred and friends: Over 80 Indian journals are open access journals. These include all 11 journals published by the Indian Academy of Sciences, four published by the Indian National Science Academy, Indian Journal of Medical Research (ICMR), three journals published by the Calicut Medical College, and 38 journals whose OA version is brought out by NIC and thirty journals whose OA versions are published by MedKnow Publications, Bombay. Where we are lagging behind is in setting up and filling institutional open access archives. The Indian Institute of Science was probably the first Indian institution to set up an institutional archive. Earlier to that, way back in 1997, Institute of Mathematical Sciences set up a mirror site for arXiv, the well-known physics archive. One Indian institution, NIT, Rourkela, has mandated open access for all the faculty and student research publications including M Tech and Ph D theses. NIT-R is the sixth institution in the world to mandate OA. Funding agencies supporting scientific research such as DST, DBT, DSIR, CSIR and UGC are, for some reason, reluctant to mandate open access for publications resulting from projects funded by them. A private company [Informatics India, B'lore] has a free service called Open J-Gate which helps anyone with an internet connection to access full text of papers published in all Indian and foreign open access journals. Efforts are afoot at Perhaps we should appeal to the members of the Parliamentary Standing Committee for Science & Technology and Environment and request them to bring about a suitable legislation mandating open access for all publicly funded research.
