Dear All, THE HINDU recently published the great Tamil poet, freedom fighter Subramania Bharati's "Letters to the Editor' from TH Archives. Highlights: The Letters to the Editor the great Tamil poet contributed to The Hindu between 1904 and 1916 have a remarkable range and a distinctive voice. C. Subramania Bharati (1882 - 1921) is indisputably the greatest of modern Tamil poets. He was a precocious child, and his prodigious talent at verse earned him the title of Bharati even as a boy. He briefly taught Tamil at Madurai before joining the Swadesamitran. The nationalist Tamil daily was founded by G. Subramania Iyer, one of the founders of The Hindu. Institutional Repositories to be vigorously promoted in India!

Recently I participated in a Brainstroming meet held at INSA, New Delhi on 26/04/2008 with a view to draft recommendations to be submitted to the GOI for changes in Copyright Law for scholarly communication in tune with emerging practices in the new information era. While it was generally agreed that research publications coming out of all public funded researches and projects has to be made available through open access (OA) initiatives similar to the international practices, the modalities to achieve this aim drew passioned discussions from various quarters representing different interest groups, like publishers, advocates, scientista, librarians, etc. It was agreed that the scientific community should be won over to ths concept of contributing their peer reviewed reseacrh articles, etc for the Institutional Archives and Repositories (IR) so that they may get wider visibility and impact and simulatenously the level of study & research in the country may get elevated. Different models from the international practices were also discussed-ranging from Institutional fiats to self mandates by the scholarly community. The signed editorial by Dr. P. Balaram carried in the April 10, 2008 issue of the CURRENT SCIENCE titled 'Science Journals: Issues of Access', which has called the open access movement a 'new wind' blowing over the 'turbulent world of science publishing' generated great interest. Balaram noted that scientific literature was globally exploding and publishing was an increasingly profitable enterprise. Large publishing houses like (the European) Elsevier Science and Springer-Verlag are beginning to monopolise the world of science journals; a situation that promotes a seller's market. However there are great pressures on libraries worldwide to 'prune their subscriptions in the face of mounting costs'. Citing the example from his experience at IISc, Bangalore, which has probably India's largest holding of science and engineering journals, Balaram has written that even IISc was thinking of trimming the library's subscriptions. A current idea floating at the Institute is that the Journals that the IISc faculty did not publish for a few years, which were not cited by IISc authors and also did not cite papers emerging from this Bangalore institution, were listed. Google Translate <http://translate.google.com> has now included Hindi in its list of languages. So now you can translate English to Hindi or Hindi to English. See also few tools available in Google Translate. You can read English sites in Hindi or Make your own site available in Hindi or English. The translated text for Hindi would be in Devnagri. But don't start celebrating yet! Translated text does not follow the grammar or syntax of Hindi. For example "My name is Sukhdev Singh" would be translated as "मेरा नाम है सुखदेव सिंह", when it should be "मेरा नाम सुखदेव सिंह है". You can suggest Google the right translation by clicking on "Suggest a better translation". Executive Summary of Workshop Results emerging from The International Seminar "Libraries on the Agenda!"

Dear Colleagues, You might be aware, Max Mueller Bhavan in collaboration with the French Embassy, British Council and Instituto Cervantes organised "Libraries on the Agenda" ": An International Seminar on Library Advocacy. The seminar was also supported by The National Knowledge Commission. The seminar was intended to provide a platform to Indian professionals and other stakeholders to explore ways and means of taking the NKC recommendations to the implementation stage. The expertise and the efforts made all over Europe towards library advocacy, branding and Marketing of libraries, library policies and best practices were shared in the seminar as illustrations of good practices. The seminar culminated into workshops and the professionals taking part in the workshops deliberated upon developing a blue print and an action plan on the following four topics, which would be helpful in reviving and modernising the library landscape in India: 1. Role and Authority of the National Commission as an Advocate for Library Development in India 2. Developing an Advocacy Strategy for Indian Libraries 3. Library Use of E-books, 2008-09

Primary Research Group has published Library Use of E-books, 2008-09 Edition, (ISBN 1-57440-101-7) Data in the report is based on a survey of 75 academic, public and special libraries. Librarians detail their plans on how they plan to develop their e-book collections, what they think of e-book readers and software, and which e-book aggregators and publishers appeal to them most and why. Other issues covered include: library production of e-books and collection digitization, e-book collection information literacy efforts, use of e-books in course reserves and inter-library loan, e-book pricing and inflation issues, acquisition sources and strategies for e-books and other issues of concern to libraries and book publishers. Some of the report's findings are that: Well over 81% of the sample cataloged their e-book collection and listed it in their online library catalog. For the most part, librarians in the sample felt that their patrons were less skilled in using e-book collections than they were in using databases of magazine, newspaper and journal articles. The libraries in the sample had MARC records for a mean of approximately 74% of the e-books in their collections. Many libraries reported significant use of electronic directories. 12.5% reported extensive use and 30% said that use was significant. The larger libraries reported the heaviest use. Use of e-books in the hard sciences was particularly high. More than 30% of participants said that use of e-books in the hard sciences (defined as chemistry, physics and biology) was quite extensive and another 26% noted significant use. Libraries in the sample maintained a print version for a mean of 24% of the e-books in their e-book collections. Nearly 21% of the libraries in our sample have digitized out-of-copyright books in their collections in order to make their contents more available to their patrons. Libraries in the sample expect to renew a mean of 77% of their current e-book contract. E-book spending grew rapidly in 2008 but slowed significantly from 2007 growth rates. E-books account for only about 3.9% of the books on course reserve, with a minimum of 0 to a maximum of 30%. Nearly 70% of the sample's total spending on e-books was with aggregators, while just over 24.6% of the total spending was spent with individual publishers. Data is broken out by library budget size, for US and non-US libraries and for academic and non-academic libraries. The report presents more than 300 tables of data on e-book use by libraries, as well as analysis and commentary.
