UNESCO is launching Internet discussion on Open Educational Resources Toolkit 11-06-2008 (Paris) The UNESCO Community on Open Educational Resources (OER) is launching an Internet discussion in order to provide input to the finalisation of an OER Toolkit, which has been created to support the development and use of Open Educational Resources. The session will take place from 16 to 27 June 2008 and will be open to everybody. OER Toolkit is a UNESCO initiative. The draft text has been prepared by Philipp Schmidt of the University of the Western Cape, South Africa. The work was inspired by, and builds on a discussion organized by the UNESCO OER Community in 2006, which focused on a 'Do-It-Yourself/Do-It-Together' resource aimed at building capacity for local OER development and use. The UNESCO OER Community has become a recognised international space for debate and information sharing on the growing OER movement. It recently received the 2008 MERLOT Africa Network and eLearning Africa (MANeLA) Leadership Award. This award recognises the community's "significant contribution to the global understanding of the issues and innovations surrounding OER and the OER movement". If you wish to take part in the UNESCO OER Toolkit discussion, please send a message to Catriona Savage, UNESCO, Education Sector. The UNESCO Community of Interest on Open Educational Resources was formed in 2005 at the end of a formal Internet discussion forum on Open Educational Resources: open content for higher education. This forum was the third of a series organized by the UNESCO International Institute for Educational Planning (IIEP) to examine key issues related to the use of Information and Communication Technologies in higher education. by Pandurang Konnur 14 Jun '08

14 Jun '08

Dear Friends, The Indian Academic Library Association (IALA) has submitted its memorandum to the UGC-PRC committee. We have been called to make our presentations at Hyderabad and Bangalore. We have also sought their appointment at Delhi also before finalization of their report. The members of the IALA have met all the PRC members personally at New Delhi in their offices and residences including the chairman Prof.Chadda and Member Secretary Shri.Chouhan. The Chairman and members are very much convinced of the gravity of the problems of the Academic Librarians and have assured us that they will look in to the issues sympathetically. Now the committee is visiting the professionals in one university in every state. Accordingly the committee has met in the following places: University of Pune Gouhati University, Guwahati Jadhavpur University, Kolkata. Now following are the places the committee is visiting in the month of June and July: 1. Baratulla Viswavidyalaya Bhopal 16th and 17th June 2008 2. University of Hyderabad, Hyderabad 19th and 20 th June 2008 3. Patna University, Patna 23rdand 24 th June 2008 4. Bangalore University, Bangalore 25th and 26th June 2008 5. University of Kerala, Thiruvananthapuram 27th and 28thJune 2008 6. Gujarath University, Ahmedabad 29th and 30 th June 2008 7. University of Delhi, Delhi 2ndand 3 rd July 2008 Friends, now my request to all of you is that, I have already tried to enclose an attachment along with the message placed on the different forums. Unfortunately, except IALA Forum and NMLS forum in other forums we could not communicate the attachments. Hence now the memorandum to be submitted to the PRC committee is put on the IALA website http://iala.org.in please download the same and print and submit in your respective places. Please do not wait for getting an invitation from any of these universities where the meeting is being held. Please volunteer yourselves and enquire in the above places and seek for an appointment with the committee and submit this memorandum to the chairman of the committee. Fortunately the committee has explicitly allotted a slot of 45 minutes for Librarians and Physical Education Directors. The Librarians from those states which are not included above may contact: Mr.Tanwarsingh, Deputy secretary UGC in-charge of PRC on his office phone no. 011-23381972 and enquire for the date of the committee's visit in your states. I wish you all the best. For any clarifications please send me a mail or call me on my cell number 09449679737 Thanks, P.V.Konnur President Indian Academic Library Association (IALA) Bangalore. -- Dr.P.V.Konnur Fulbright Fellow (University of Illinois) University Librarian, Bangalore University Library, Jananabharati, Bangalore-560056 Phone: 080-22961131, 23215510 Website: http://library@bub.ernet.in -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

New Rules for Unsold Books
by DINESH SIDDAIAH 14 Jun '08

14 Jun '08

Dear Friends, For decades, the publishing industry has paid stores to return unsold books. The method forces publishers to gamble on the success of a given title, a risk many small presses can't afford. In a move seen to signal a possible industry change, a new imprint at HarperCollins will not allow stores to return unsold merchandise. Source: http://www.lisnews.org/ Thank You, Dinesh K. Let us leave Library Association politics snd fight for our profession.
by Pandurang Konnur 14 Jun '08

14 Jun '08

Dear Friends, Today I am really happy that a constructive suggestion has come on the forum regarding Library Associations. I have been sevirly pained and protested in different forums againist the dictatorship attitudes of the people who are holding the treads of the Associations. Some of them are still feeling that our predecessors have formed the Associations for them to rule. They still feel that they can recruit (Not elect) anybody as president and through away whenever they want after the elections. If we have such people in the Associations definetly we deserve today's situation. However we have formed Indian Academic Library Association (IALA) because our demands are different from others. If the Associations do not advocate our cause properly before the PRC (Pay Review Committees) we will be denied of our opportunities as happend last time. Academic Librarians in India suffered for one long DECADE without any promotional opportunities. Some of them retired without any promotions. I thank the Academic Librarian community for supporting IALA. To day we have been able to convince the PRC committee members individually as well collectively. I am sure we will get the much awaited ACADEMIC STATUS PAR WITH THE TEACHERS. We will fight till the last for restoring the grievances of the Academic Librarians. We still desire that there should be an APEX body at national level. ILA should hold this crown. But ILA should also prove its worth to hold the same??? Thanks, Dr.P.V.Konnur President, Indian Academic Library Association (IALA) Bangalore. Let us have apex body of Library Association to fight for our profession.
by Manjunath K 14 Jun '08

14 Jun '08

Dear LIS members, I feel the weakness of our associations lies in the absence of a strong LIS body at National, regional, state and local levels. I had suggested earlier on this forum (when lot of comments on ILA elections/etc) to make ILA as an APEX body at national level and make it mandatory that all LIS professionals should become member of ILA. The national ILA body should be based in New Delhi and should have influential office bearers who can have strong links with Govt and other bodies. The national body needs to function through its regional associations (four or more), State Units (one for each state), District bodies and Local chapters. The local chapters should induct all LIS professions in that region as its members. Once they become members of local chapters, they become members of ILA by default. The local bodies nominate/elect members for District/state unit- who intern select/elect members for regional centres. The regional centres will elect the office bearers for national body. All the other professional LIS Associations should have affiliations to ILA. This makes ILA powerful and this body can honestly strive for upliftment and justice to the profession. I invite and request all LIS professionals to think constructively and offer their valuable thoughts in this direction. I used the term 'ILA' to represent the nation. Let us not attach any importance to the Terminology 'ILA' per se. Let us not again start 'criticizing/throwing mud' on the issues revolving around the current Indian library association. Let us have discussions at all levels and constitute a body with comprehensive coverage of our professions goals and objectives. It is good to note that Mr. Thimmappa, Dr. PV Konnur and Mr. Sukhdev Singh have already initiated the discussions. Let us have a strong representative body to address our problems in the country and move boldly along legal/policy journey. If need be, I am ready to join the movement.
