Dear all, The crowning of Prof Talwar, Ex-HOD Dept. of LIS, Univ. of Mysore as the Vice-Chancellor of the Mysore University should be undoubtedly celebrated by the fellow librarians all over the country as a great occasion. This selection whereas on one hand is a great tribute to Prof. Talwar's personal academic excellence as well as his administrative acumen, it is on the other hand also a tribute to the unbiased and wise decision of the governor of the state who has deemed it fit to stamp his acknowledgement to the all round contributions that a good librarian can make to the University system. Discussion will be on how we can improve our status. After discussions, line of action will be decided to achive that. Following points along with other issues raise by librarians in the meeting will be discussed. I appeal you to attend the meeting & share your views. 1) *College Librarians should be considered as a faculty and should be given the same rights given to the teachers*. College Librarian should have right to represent on board of studied of LIS, he should be given a right to vote and choose his representatives on board. Since librarian is a person who is actually working in the library he knows what knowledge one should pusses to be successful in this profession and what should be taught to new entrants. Librarian can design new courses, syllabus and examination pattern so that the new entrants will have the right skills to cope with the changing needs of the library users. *2) **Academic library professionals should have the nomenclatures same as approved by Andhra Gvt.* Andhra Pradesh Government has re-designated Librarians/Deputy Librarians/Assistant Librarians as Professors/Associate Professors/Assistant Professors in Library and Information Science. 3) *College Librarian should be considered as head of department of library and information science like other teachers for their respective departments in colleges.* Librarian is continuously involved in teaching students in how to Locate, retrieve and use correct, pinpointed information quickly and accurately. He/she is also engage in developing reading habits and achieve information literacy among the students by doing this they actually stimulate the learning process. ** * * *4) **Library profession should have the separate faculty like other professions e.g. Law, Management, Medicine etc.* * * Library and information science is a profession and it should be treated as a separate profession. It should be given an equal chance for its development like other professions. The separate faculty of LIS will help in the development of this profession. Presently LIS is been clubbed in M.M.S. (Mental and Moral and social sciences) with other subjects, which are non-professional courses therefore LIS should have separate faculty like management, law, architect etc. 5) *One seat should be reserved for college librarian on senate*. How can we improve the status of the Librarians??? - eg

Dear Friends, When we speak of improving the status of the Librarians, here we have a friend who has plagiarised my text which was published in LIS, Vol 69 Issue 16 - "How can we improve the status of the Librarians - Sree Kumar Nair" (this was sent to LIS forum and to one of my friend Mr Venkata who had forwarded me Mr. S.K Desale email). We cannot keep on giving endless services and in return expect nothing. The working conditions of the librarians and their status is very poor in our country. Even after earning a post graduation in LIS, many of the librarians are taken on a beginner's scale. As we say for better services a user has to pay. The same thing applies when it comes to salary and working conditions. If you are paid well, you serve better. What Ms. Smita Chandra says is correct and I think these are the very basic things which most of the librarians do. We should also understand that librarians have to depend on the parent organization and libraries come last when budget is to be allocated and comes first when services are to be given. So I would say that IT progresses, ordered and neater libraries can be expected when there are no budget problems and min. man power is a must. And the important facor is the LIS education There are exceptions where librarians don't work inspite of having good budgets etc.are true, indeed, *****that Librarians are not getting the same status as lecturers and other professionals in the society. The problem is not with Institution but with the individual in itself. I have personally come across many professionals having MLIS or M.Phil but not up-to-mark. Why???? Is it the structure of the course or what they learn? It is very easy to get first class in LIS if you know the basic, but this basic does not help in LIS profession. What they have learnt during their course period - they are unable to utilize the same in their institution. For example how many candidates know to use DDC/Colon effectively and have a proper classification system in the Library. How many of us are good at giving proper user education??? There are many more such issues which cannot be discussed. If you notice many of them (I should not be calling them professionals) use either the Library of Congress Catalogue or British Library Integrated Catalogue to classify the books, which in my opinion - using these for classification of Indian books is misleading and inappropriate for arrangement of books in a library. My dear friend, Classification and Cataloguing is the essence of LIS and if you take them out anybody can be a Librarian. Communication is one aspect which needs to be thoroughly improved. Communication can be improved through regular reading and interacting with the users and not through starting a movement. Here, again, the individual has to take the initiative. I have also come across good Librarians and they are well placed in Asst. Professors grade. To be frank with you, they are really good in their work, in their ideology and have contributed towards the growth of the institution. Some of the Library Assistants are also well placed. There is a saying "First Deserve and then Desire". 'Deserve' is not only qualification but other aspects in an individual. I am of the opinion that with 2-3 years of work experience in a library will easily get him a lecturer's scale. My dear Vivek if you notice, the Library Assistant's are paid in the grade of Rs.5500/-. The fact is that some Institutes take Library Assistant and call them Librarians and thus the Library Assistant feels that they are in Lecturer's grade. The Librarians are not teaching and the ones who teach obviously get a lecturer's/asst professors grade. Imagine the rigorous process which a Library lecturer has to undergo for a job in an institute. As a part of the interview process they have to teach a class in front of the higher authorities and then judged by students and faculty. Does this happen with non-teaching Librarian??? If you notice all Post Graduates are not Lecturers, they opt for different options and those who opt for lecturers/Asst Professor know the art of teaching. An institution cannot survive by taking lectures who do not know how to teach and those who know how to teach are paid the Lecturers/Asst Professors grade. Accreditation of LIS Education

Dear Friends, I do agree with Smita, Parinita,Vijay Gautam, K Desale, Prof. Mangla and others who have expressed concern over the present state of LIS education in our country. In this connection, I Iike to say that India today has more than 100 LIS schools at the university level alone churning out at least 5000 LIS degree holders — 4500 bachelor degree holders and 500 master degree holders — even at a modest estimate, which is several times more than the available job opportunities in Indian market and possibly highest production in the world. All these have brought into focus the question of continued relevance and adequacy of the present programme of LIS education. The present scene in LIS education in India gives dismal condition and reflects a very disappointing scene. To achieve academic excellence, it is of utmost importance that standards and norms for LIS education should be set by an external agency and thereafter adherence to them be made mandatory. The immediate task is to establish a mechanism for accreditation of LIS courses offered by different library schools in India. It is a high time that the Government of India should pass an Act for LIS education on the analogy of Indian Medical Council Act, BAR Council of India Act and All India Council of Technical Education Act which would help in standardization of LIS education in India. The proposed Act should make provision for establishing a Library and Information Science (LIS) Council of India (or in any other name) and it should function as a central agency to provide guidelines and standards in LIS education and practices. I think all library professionals should come forward to raise their voice in favour of accreditation of LIS education to overcome its present crisis. Dr. J. K. New Nomenclature for Librarians

New Nomenclature for Librarians Most of the Librarians do not want to identify themselves as Librarians. The UGC Pay Review Committee has given new nomenclature for various teaching posts (Assistant Professor for Lecturer). Similarly Librarian posts should also be redesignated as Manager/Director/Professor in Colleges and Universities recognized by University Grants Commission. The core responsibilities for librarians are administrative in nature. Their jobs often involve overall management, administration and coordination of all phases of day-to-day operations, collection development, policy formulation and programs development, etc. Most of the librarians are providing training and orientation for library users and new staff members. In general, the Librarianship sees itself is lacking in reward and respect but the nature of duties are compared with a high status profession. One of the important measures that can be taken to improve the status of Librarians is to redesignate them as Manager/Director/Professor.
