LTC 2023 @ Ashoka University.... Jan 4-6, 2023 ...... Save the date !
by BP Prakash 21 Aug '22

21 Aug '22

Dear Members, We are happy to inform you that Ashoka University (NCR- Delhi / Sonepat- Haryana) will be hosting the 7th edition of Library Technology Conclave – LTC2023 during 4-6, Jan 2023. Watching the new developments in the Artificial Intelligence (AI) domain and its increasing relevance to the LIS and its user community, we are happy to present the LTC2023 on a highly topical theme, *"*EVOLVING LIBRARY ECOSYSTEM IN THE AI and MACHINE LEARNING* LANDSCAPE" .* In academic campuses around the world, libraries pioneered and provided leadership in the automation of functions and processes very early in the late 60s and 70s of the last century. But somewhere, the LIS community appears to have lagged behind in embracing machine learning (ML) in its knowledge organization and management functions. The ML bug is catching up now with LIS in a serious way leading to the development of new tools based on ML and Deep Learning (DL) in areas like semantic search, voice-based search queries, recommender systems, automated classification & indexing, knowledge graph generation, new citation metrics models based on context-analysis, and so on. There are many examples of how AI can improve or even transform information discovery and library management functions like, reference services, citation mapping, citation metrics, plagiarism checking, classification and indexing, etc. LTC2023 will be coming with many new interesting & innovative models of presentations by researchers & library practitioners alike. Save the dates and watch this space for more announcements and the launch of the conclave website soon. See you soon ! *B.P. Prakash* Director - Library Services | Ashoka University * M: +91 9028005817 l T: +91 130 2300650 | ** <library.ashoka.edu.in <http://library.ashoka.edu.in>>* -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

We need facts
by Subbiah Arunachalam 21 Aug '22

21 Aug '22

Friends, Here is a short version of a news story that appeared in the New York Times on 18 August 2022. Title: Walensky, Citing Botched Pandemic Response, Calls for C.D.C. Reorganization. Key points: Among other flaws, public guidance during the coronavirus pandemic was “confusing and overwhelming,” the agency said. “My goal is a new, public health, action-oriented culture at C.D.C. that emphasizes accountability, collaboration, communication and timeliness,” Dr. Rochelle P. Walensky, the agency’s director, said in a statement on 17th August. **** Dr Walensky is courageous enough to admit when something has gone wrong. In India, we are not even sure of the real number of Covid caused deaths except that it is huge, although we are often told that we had managed the pandemic well. How many of us, members of this Forum of librarians and information scientists, know how much of our public funds are spent annually on subscriptions to journals published by overseas publishers (Elsevier, Wiley, Springer-Nature, Taylor& Francis, ACS, etc.)? Or, how much is spent collectively by Indian academic and other research performing institutions by way of APC (article publishing charges)? That looks odd in a country known for its excellence in statistics and great statisticians such as the Late P C Mahalanobis and C R Rao, widely acknowledged as world leaders in the field. If anyone has the right figures, please share them with the members of this Forum. Without facts we cannot make good evidence-based policies, be it an overarching policy for science, technology and innovation or a policy for open science or answer the question "should India join Plan S?" Facts should guide even a no-brainer like should the funding agency agree to cover outrageous article publishing charge (e.g. the APC for *Nature Neuroscience* in 2022 is €9,500/US $11,390/£8,290) for a scientist to publish in a brand name journal or should it give priority to pay the scholarship amounts to Junior Research Fellows who were not getting it for months together. Best wishes. Funders should require immediate open access, say cOAlition S leaders
by Subbiah Arunachalam 18 Aug '22

18 Aug '22

Friends, Robert Kiley and Johan Rooryck of cOAlition S (which is behind Plan S) suggest that "research funders should simply require that the outputs of the research they fund are made openly available at the time of publication and published with an open licence (CC BY). This licence allows others to build on this research (subject to the norms of academic attribution) without having to seek permission or pay any licence fees." Even without a prod from funders, Indian researchers would do well to make their publications openly available, and stop publishing papers in journals charging APC.
