White House bans paywalls on taxpayer funded research
by Padmanabha Vyasamoorthy 05 Sep '22

05 Sep '22

https://www.goodnewsnetwork.org/white-house-bans-paywalls-on-taxpayer-funde… The White House ruled this week that scientific research which is taxpayer-supported must be available to the American public at no cost—addressing the expensive paywalls that block online viewing of studies in many journals. The Office of Science and Technology Policy (OSTP) delivered guidance for agencies to update their public access policies as soon as possible to make publications and research funded by taxpayers publicly accessible immediately upon publishing, without an embargo or cost. All agencies will fully implement updated policies, including ending the optional 12-month embargo. The current optional embargo allows scientific publishers to put taxpayer-funded research behind a subscription-based paywall – which may block access for innovators for whom the paywall is a barrier, even barring scientists and their academic institutions from access to their own research findings, unless they pay. POPULAR: Virginia Joins 20 Other States Banning Ticket Quotas For Traffic Cops <https://www.goodnewsnetwork.org/virginia-joins-20-other-states-banning-tick…> The new rule also expands the definition of a “scholarly publication” to include “not only peer-reviewed articles but also book chapters and conference proceedings.” “When research is widely available to other researchers and the public, it can save lives,” said OSTP head <https://www.whitehouse.gov/ostp/news-updates/2022/08/25/ostp-issues-guidanc…> Dr. Alondra Nelson. “The American people fund tens of billions of dollars of cutting-edge research annually. There should be no delay or barrier between the American public and the returns on their investments in research.” When Joe Biden was Vice President in 2016, he told the American Association for Cancer Research that U.S taxpayers fund $5 billion a year in cancer research. “Right now, you work for years to come up with a significant breakthrough, and if you do, you get to publish a paper in one of the top journals. For anyone to get access to that publication, they have to pay hundreds, or even thousands, of dollars to subscribe to a single journal. And here’s the kicker — the journal owns the data for a year.” RELATED: U.S. House Passes Bill to Cap Insulin Cost at $35 Per Month <https://www.goodnewsnetwork.org/house-passes-bill-cap-insulin-35-month/> Advocates, researchers, academic libraries, Congressional leaders, and others have long called for greater public access to federally funded research results—and now they will have it. In the short-term, agencies will work with the OSTP to update their public access and data sharing plans by mid-2023. Fourth International Conference on Science & Technology Metrics (STMet 2022) December 14-16, 2022 Organized by Jain University, Bangalore in collaboration with Iran Regional Information Center for Science & Technology Co-located at Shiraz, Iran www.socio.org.uk/stm CALL FOR PAPERS Building metrics is the key to science and technology measurement and translating the measures to work better. Metric is not confined to draw numbers and analyze. Selecting a metric depends on synthesizing multiple directions and evidence-based data. Producing benchmarks and standards in science and technology evaluation and implementing them with real data, mark the full-fledged system. Quite recently, we are witnessing the emergence of new metrics-based models aiming to reflect science and technology growth. The proposed Science and Technology Metrics (STMet 2022) conference is concerned with how the use of many metrics may involve the assessment of different aspects of science and technology which are best expressed using different approaches. Besides the standard conference track and the Doctoral Symposium, the STMetrics will host a number of workshops and tutorials related to the theme of the conference. The purpose of the workshops is to provide participants with a friendly, interactive atmosphere for presenting novel ideas and discussing there application of metrics in Science and Technology System. The goal of the tutorials is to enable the participants to familiarise themselves with theoretical as well as practical aspects and application of metrics. The proposed conference consists of invited talks, presentations, tutorials, workshops and discussions. The STMet has tracks on specialized topics. The STMet address the below themes, not limited. Citation-based metrics iOpen data Open access and open science Ranking of Journals, Institutions, and Countries Scientific Collaboration and cooperation analysis Discipline and Domain Analysis National Evaluation Systems Economic factors New indices for evaluation Databases and datasets for evaluation iAltmetrics Evaluation Tools and Indicators Web-based metrics Data Science and Digital Repositories Visibility and impact Scientific Visualization Internationalization e-Science in the Cloud Text-based Metrics Scientific Journalism Innovation indicators Wearable Devices All submitted papers will be reviewed by a double-blind (at least three reviewers), and participative peer review. The review process will enable the selection process of those that will be accepted for there presentation at the international conference. Authors of accepted papers who registered in the conference can have access to the evaluations and possible feedback provided by the reviewers who recommended the acceptance of there papers, so they can accordingly improve the final version of there papers. Mentoring support is available to young researchers and authors of developing countries. Selected post-conference modified versions of the papers will be published in a few journals. Question: Data model in digital library system
by Atanu Garai 28 Aug '22

28 Aug '22

Hi Group, It has been a long time since we have been in touch with LIS-Forum network. In the last decade or so i have contributed in solution design, implementation, and development in health and agriculture spaces. In the startup SocialWell, we have started looking in digital library solution with a focus on providing a more wholesome user experience. As a starting point, we are looking at data model in the digital library system. Do you recommend maintaining separate model for each resource type, e.g., book, report, thesis, video, for example? Or have you seen a reuse of the single data model for one resource extended to other comparable resources? What are the good practices? Best regards, Atanu Atanu Garai SocialWell w: www.socialwell.net<http://www.socialwell.net/> -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.
