Rights retention a must at Univ. Leeds
by Subbiah Arunachalam 08 Jan '23

08 Jan '23

Richard Poynder (@RickyPo) tweeted at 4:30 pm on Sun, Jan 08, 2023: University of Leeds: New Publications Policy makes rights retention a must https://t.co/gbMp4leAgw ( https://twitter.com/RickyPo/status/1612041627324895233?t=nw7jEnXwu2dF8I_uAo…) By the way, Leeds is not the first to adopt a Rights Retention policy. As far as I know, not a single institution in India has a Rights Retention policy. Many institutions do not even have an open access policy. But there is no need to despair. Now that we want India to become the Vishwa Guru, soon the new STI policy (work on which commenced three years ago) will be out and Open Access, Open Science and Rights Retention policies will follow quickly. Best wishes. Subbiah Arunachalam -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

Fwd: In France, the total cost of article processing charges has tripled between 2013 and 2020
by Shamprasad Pujar 06 Jan '23

06 Jan '23

FYI ---------- Forwarded message --------- From: LIBLICENSE <liblicense(a)gmail.com> Date: Fri, Jan 6, 2023 at 7:35 AM Subject: In France, the total cost of article processing charges has tripled between 2013 and 2020 To: <LIBLICENSE-L(a)listserv.crl.edu> In France, the total cost of article processing charges has tripled between 2013 and 2020. It is likely to double in the next decade. Hello, The French Ministry of Higher Education and Research, and the French Open Science Committee, have funded a research about the cost of APC at national level. Now we have a national estimation of the total cost for article processing charges, 30M€ / year. The cost has tripled in ten years. The cost will probably double again in the next decade. The report is there : https://www.ouvrirlascience.fr/retrospective-and-prospective-study-of-the-e… You will find, enclosed, a poster summarizing the results. Best regards Marin Dacos https://www.ouvrirlascience.fr/how-much-do-apcs-cost-french-research-instit… How much do APCs cost French research institutions? 2–3 minutes ------------------------------ *The French Ministry of Higher Education and Research publishes a study that quantifies the costs generated by article processing charges for French research institutions since 2013 and predicts their evolution by 2030.* The *Retrospective and prospective study of the evolution of APC costs and electronic subscriptions for French institutions* <https://www.ouvrirlascience.fr/retrospective-and-prospective-study-of-the-e…> quantifies the costs generated by the open access publishing model based on authors paying article processing charges (APC). The study relies on an innovative methodology and on a dataset including more than one million articles published by researchers affiliated to French institutions between 2013 and 2020. In its retrospective part, it establishes that the total costs of APC have tripled over this period, reaching €31 million in 2020. At that time, a quarter of the articles by French-based researchers gave rise to the payment of APCs. In its prospective version, the study estimates that the total cost of APCs would be 50 M€ in 2030 if the current trend continues and could reach 68 M€ in an alternative scenario of acceleration. For French research institutions, the costs generated by the publication of their researchers’ work in journals with APCs comes in addition to the costs of electronic subscriptions. Estimated at 87,5 M€ in 2020, this expenditure could reach 97,5 M€ in 2030. The study, carried out jointly by Datactivis <https://datactivist.coop/en/>t and Pleiade Management and Consultancy <https://pleiade.nl/en/>, was monitored by a steering committee comprising the French Ministry of Higher Education and Research, Couperin (Unified Consortium of Higher Education and Research Organizations for Access to Digital Publications) and the French National Center for Scientific Research (CNRS). A poster <https://www.ouvrirlascience.fr/wp-content/uploads/2022/12/APC_Cost_Study_Po…> presents the main results of the study. -- French Coordinator for Open Science To the Director-General for Research and Innovation and Director General for Higher Education and Professional Integration Ministry of Higher Education and Research – France * * * 1, rue Descartes – 75231 Paris cedex 05 (33) 6 88 89 52 85 (33) 1 55 55 81 87 *esr.gouv.fr* <https://www.esr.gouv.fr/> https://orcid.org/0000-0002-9361-5295 [image: mail_signa_mesr_2022-Dgesip-Dgri]
