INDIAN STATISTICAL INSTITUTE Documentation Research Training Centre 8th Mile Mysore Road Bangalore 560059 DRTC Seminar (2012-2013) Cloud Computing: An Economic Solution for Libraries ABSTRACT In traditional computing, operating system manages computer hardware, resources and provides common services to applications. Resources are accessible on a network cannot be accessed by computers outside the network unless it is made available on the Internet. Cloud computing brings revolutionary changes in the world of ICT due to its benefits such as reduced cost, anytime anywhere availability as well as its elasticity and flexibility. Cloud computing is a new technique that has grown from being a promising concept to one of the fastest growing trends in the field of IT industry. Cloud computing provides us virtually unlimited on-demand computing resources by connecting lots of distributed computers. Many library applications are now using the cloud computing techniques, which leaves us with many questions, such as: 1. How cloud computing can be used by libraries in providing effective service to its users? 2. How can information be shared by using the cloud is secure? 3. Which type of cloud services should be selected by libraries? 4. What are the opportunities and risks in the cloud computing based services? This seminar tries to explain the cloud computing -- its types, features, merits -- and tries to answer the above questions. Few case studies on cloud computing implementations in will also be discussed. Speaker: Amit Kumar Shaw, MS(LIS) Venue: DRTC Classroom, Date: 27th Nov 2012 Time : 02:00 P.M. All are cordially invited. Dr. Devika P. Madalli and Dr. Saiful Amin Seminar Coordinators -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

Fw: [GOAL] Houghton & Swan (2012): Planting the green seeds for a golden harvest: Comments and clarifications on “Going for Gold”
by Subbiah Arunachalam 22 Nov '12

----- Forwarded Message ----- From: Stevan Harnad <amsciforum(a)gmail.com> To: Global Open Access List (Successor of AmSci) <goal(a)eprints.org> Cc: LibLicense-L Discussion Forum <LIBLICENSE-L(a)listserv.crl.edu> Sent: Thursday, 22 November 2012, 4:58 Subject: [GOAL] Houghton & Swan (2012): Planting the green seeds for a golden harvest: Comments and clarifications on “Going for Gold” John Houghton and Alma Swan have published several important and influential economic analyses of the costs and benefits of Open Access (OA), Gold OA publishing and Green OA self-archiving worldwide and for the UK. The specific implications of their findings for the UK Finch Committee recommendations and RCUK OA Policy as well as for worldwide OA policy are very clearly and explicitly stated in their latest paper (Houghton & Swan 2012): Houghton, John & Swan, Alma (2012) Planting the green seeds for a golden harvest: Comments and clarifications on “Going for Gold” >http://www.cfses.com/projects/Going%20for%20Gold%20-%20Comment%20and%20Clar… SUMMARY "The economic modelling work we have carried out over the past few years has been referred to and cited a number of times in the discussions of the Finch report and subsequent policy developments in the UK. We are concerned that there may be some misinterpretation of this work. > > >"This short paper sets out the main conclusions of our work, which was designed to explore the overall costs and benefits of Open Access (OA), as well as identify the most cost-effective policy basis for transitioning to OA at national and institutional levels. > > >"The main findings are that disseminating research results via OA would be more cost-effective than subscription publishing. If OA were adopted worldwide, the net benefits of Gold OA would exceed those of Green OA. However, we are not in an OA world, nor are we likely to be in such a world in the foreseeable future. > > >"At the institutional level, during a transitional period when subscriptions are maintained, the cost of unilaterally adopting Green OA is much lower than the cost of Gold OA – with Green OA self-archiving costing average institutions sampled around one-fifth the amount that Gold OA might cost, and as little as one-tenth as much for the most research intensive university. > > >"Hence, we conclude that the most affordable and cost-effective means of moving towards OA is through Green OA, which can be adopted unilaterally at the funder, institutional, sectoral and national levels at relatively little cost." [Open-access] is open access only for rich countries? invitation to a discussion
by Subbiah Arunachalam 22 Nov '12

22 Nov '12

---------- Forwarded message ---------- From: sumandro <mail(a)ajantriks.net> Date: Thu, Nov 22, 2012 at 4:11 AM Subject: [Open-access] is open access only for rich countries? invitation to a discussion To: open-access(a)lists.okfn.org Participate now in an online dialogue on open access and the developing world You are invited to take part in an online discussion on Open Access (OA) from the perspective of the developing world. Funded by DFID, through the Mobilising Knowledge for Development (MK4D) programme in the Institute for Development Studies at Sussex University, and managed through the African Commons project in South Africa and the Centre for Internet and Society in India, the discussion will be hosted on UNESCO’s WSIS Open Access Community Forum. This open access dialogue will provide a valuable space to discuss different perspectives on what open access means for the developing world and what it can offer. There is compelling evidence which indicates that OA has finally entered mainstream discourse. Yet, in the developing world context there remain specific challenges and untapped opportunities for OA. A series of open access discussions aimed at developing world critical thinkers, activists and academics, seeks to explore insights and articulate opinion on OA in the developing world. Join us for stimulating debate! Register here: http://institutefordevelopmentstudies.createsend1.com/t/r-l-kuxltt-jluthukl… Setting the context Open access has enjoyed a great deal of acceptance and growth over the last decade, with a particularly strong spurt in the adoption of open access policies by major agencies and governments in the last 12 months. With open access policies and initiatives now being taken up by UNESCO, the World Bank, the FAO, the European Commission, and the governments of the United Kingdom and the United States, among others, it is clear that open access has entered the global mainstream. These policies stress the human rights potential of open access in providing access to scientific and cultural knowledge, ensuring its impact and ensuring public access to publicly funded research. We now know that open access can work in the immediate and short term in providing better access to the research literature, whilst some of the longer term consequences and effects are still emerging. This is especially so in the developing world, which has been badly served by the publishing system we have inherited from the 20th century, which has marginalized research from developing countries. New opportunities and possibilities are created by open access, and, at the same time certain pitfalls need to be noted and avoided. A foundational report prepared to inform this dialogue shows the risks posed to all scholarly communications, discourse and practices by the publish-or-perish system, and indicates that in the developing world, the detriments are potentially much deeper and more damaging. As researchers are incentivised to publish in overseas-based journals - mostly unavailable in many developing world contexts - this research ‘brain-drain’ risks widening the gap between research and policy [1]. Read more here Get discussing! The first debate will kick off on Tuesday, 27 November 2012. A general topic will be complemented by two sub discussions. The discussion will be hosted on the WSIS Knowledge Platform's Open Access group. To take part you will be required to register on the platform. KEY TOPIC: Production, publication and consumption of scholarly knowledge and OA. This will focus on the greater concern of scholarly research in the developing country context debating the questions: What does OA imply and offer the developing world in terms of production, publication and consumption of academic materials and research activities? What are the specific challenges and opportunities for access to knowledge in developing countries? Within this topic the following sub-themes will be introduced: Sub-theme 1: Considering the issues of 'translation' of research for development impact; co-production and increasing access to academic materials; and the importance of OA in producing and sharing of non-state-supported educational materials; and Sub-theme 2: OA in academia and the search for global prestige; the perverse impact of metrics and rankings; scholarly knowledge production; and sharing and consumption challenges in developing countries. We will keep you posted about the second debate which will take place early in January 2013. In the meantime you are also encouraged to tweet about the discussions using hashtag #developoa or follow the debates on Facebook here <http://institutefordevelopmentstudies.createsend1.com/t/r-l-kuxltt-jluthukl…>.
