Formation of "Librarians" Federation

Dear all professional fraternity, I wanted to be kept away from this as it might raise some controversies. Last time I wrote on Plagiarism, it was relished by few but resented by many. I know there are some basic flaws in the formation of this Federation. First it should reflect the Profession and not positions (it is named as Librarians, but not Library.) as we see medical, Bar council, Engineers' associations etc., and as I see it from my little knowledge in forming a group of 'like minded' people, an Association, a Trust a Society should have broad base. As seen in the formation of the Federation, the first thing is a procedural lacuna. When we form an association, we call first a meeting of promoters then discuss, decide on forming, then we prepare a draft Memorandum of Association, (not Bi-law as Mr.Shekar has mentioned - it should be Bye Laws). Then one of the promoters will prepare to submit a set of documents - Names, designations, occupations, age, addresses of people (Max. 15) etc., along with the Bye Laws with a prescribed fees to the Registrar of Societies (not Registrar of Cooperative Societies). After the Registration process is completed the Registrar will issue you a Certificate of Registration, then the Promoters/Founders will meet and elect the office-bearers. This Federation has already announced the names of Office-bearers, in this context I want to know whether the Federation is Registered, when and what is the Registration No., and so on. I don't see any of this procedure is conformed to or not as the meeting was held on 15.02.2014 and as Mr. Shekar states the Bi-laws are under preparation, what is the date of registration, Registration no., and when promoters met and decided form the body and the election/nomination/selection of Office Bearers. If the procedure is not followed and yet to be conformed to, without the Memorandum of the Association, there is no locus standi for this Federation and collection of any membership announcement may lead to be illegal act. I would also like to add at this juncture, our Associations are not bound by and not under the Indian Labour Act, 1948 and cannot resort to Agitations and Strikes, only after all means and ways have been gone through, and as a last resort, we may indulge into them, and the cause should be social, as Libraries are social and service institutions and not-for-profit organisations. I wish that all professional should, at this juncture come together, do brainstorming, discuss their problems (not only on CAS, Scales, but on Status, Professional identity etc.) and come to a conclusion to form a federation in a systematic and procedural manner. What happened to some of the Associations formed with a bang and now almost no news, for instance, Indian Academic Librarians Association. Indian Library profession has lacked proper leadership, and intent to say a Spade a Spade, and lead all professionals in a homogenous manner. It has been happening since the days our first national association was formed. We must learn lessons from the past and move forward to achieve success and De-accustomize to the game of divide and rule, which had made this country suffer the colonial rule for 200 years. One of my close friend in the University would say often "Only Gandhi's will be shot dead in this Country" and the fraudulent will make merry. I appeal to all professionals to come together and discuss the issues. I think KALA is a right platform of ours as it has a history of not 25 years but of nearly 50 years. Are research networking sites really OA?

In a recent post, Beyond Elsevier<http://blogs.lt.vt.edu/openvt/2013/12/22/beyond-elsevier/>, I mentioned that Academia.edu has the only copy of this paper<http://www.academia.edu/3588790/Exposing_Scholarly_Information_as_Linked_Op…> I was looking for. While it is readable on the screen, if you click the "Download" button, you are prompted to sign in. This is not an open access paper. Open access does not require signing in or downloading software, and it enables uses beyond reading. The Budapest Open Access Initiative<http://www.budapestopenaccessinitiative.org/boai-10-recommendations> states: By "open access" to [peer-reviewed research literature], we mean its free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself. This paper is essentially being used as bait to sign up new users (if you want do anything other than read a long scroll through small text). Personally, I would not want my work used as an enticement to attract new members to a for-profit site without a business model. We can predict that these sites will find a way to monetize personal information, which raises the question of whether this is a good example for researchers to set for graduate students and future scholars. The marketing pitches of these sites should be taken with more than a few grains of salt. Given the many, many existing institutional and disciplinary repositories that are already providing full open access, their talk of "sharing" and "dissemination" are marketing Kool-Aid. They may not have paywalls, but they do have log-in walls, and those are a barrier for anyone who does not want to trade their privacy for access. Additionally, some of the services treated in a "gee whiz" manner in the *Chronicle* article, such as statistics on views and downloads, have been available in most repositories for years. Academia.edu is hardly the only research networking site (since none of its competitors are mentioned, was there a *quid pro quo*between the *Chronicle* and Academia.edu?). If colleagues in your field are members of different "silos" such as Mendeley or ResearchGate, do you need to join all of them, with their various terms of use and privacy policies? The existence of these silos undermines their claims of "sharing" and "dissemination"- activities that they are clearly not providing on a network level. I hope that those wanting to take advantage of the networking capabilities on these sites will also post their work on the open web, preferably in an institutional or disciplinary repository. The private sector is again in the lead in providing services, though it should be remembered that the privatization of knowledge typically hasn't turned out well (and remember, Mendeley is now owned by Elsevier). The collection and gathering of document information from distributed repositories and making a registry for the same is the task of metadata harvester. The repositories act as dispenser of knowledge which communicate with the harvester through transport protocols commonly used of which is OAI-PMH. The protocol helps in the easy flow of the requests and makes available the responses in XML format. The various harvesters like PKP Harvester, jOAI act as facilitator of knowledge, which gather the information provided by various data providers. The metadata standard used in the process is the unqualified Dublin Core, the Metadata Object Description Schema (MODS) including others. In the current presentation we shall explain the architectural aspect of the metadata harvesting model and the various protocols associated with it by taking success stories. Lastly, we shall conclude the colloquium by spreading a word regarding challenges and improvements that can be made in this domain. Dear Professional Friends, Greetings for the day…and Apology for cross posting...!!! I wanted to respond to the postings made by Dr. IRN Goudar, Dr.Siddamallaiah and other KALA Members on the formation of LIS Federation in Bangalore. 1. I always respect my seniors and my sincere salutes for their valid responses / Comments. It was expected. Even though effort was appreciated by many others, few objections were raised by KALA members only as if thinking that it is one more parallel association with KALA. But it is not. 2. First thing I want to clear that, I am not the founder of this federation as commented in the LIS FORUM postings. I joined the team as a last person on request made by few members of the existing GB. Accepted their invitation, attended the last meeting, the committee assigned me a job to post this message (received from the President and General Secretary of the Federation) in different forums…. I did it with good intension. Following formalities in the formation of a Federation, seeking their concurrence, preparations / homework made etc, may be replied by the General Secretary and others who took initiative from the beginning. For your kind information, Governing council members are all well experienced (more than 20years) knowledgeable and they are able to think before taking any decisions. I request my super seniors not to convey wrong interpretations to the professional friends on me please. 3. Secondly, except KALA, all the other associations in Karnataka, like KSCLA, AKELPA, Karnataka Medical Library Association, KASULA, KSSC/STLA, SIS Bangalore Chapter all are doing their best in the professional activities. Each association is able and stable for fighting with the government. They are doing it and succeeded/benefitted for some extend. And hats off to MyLISA, and its team too for their innovative activities as you all aware. I have very good relation with all these associations and their activities; my sincere appeal to Dr. Goudar and Sunil not to divide us. 4. Thirdly, we respect KALA more. But as a professional, I was not happy with the objectives and activities of KALA. As this has got a statutory power in the state (output?), poor academic Library professionals expects more from the association in the present critical circumstances compare to the past 30plus years. This is not happening. I discussed with few senior members of KALA also but it was in vain. Simple Ex: Discussion on the Formation of a Federation, started in KALA six years ago (as told by Dr. HSS), but still under preparation (as posted by Dr.IRNG). This is KALA. If anybody hurt with this statement, (I am also a member and hurt me too) I am sorry. 5. Fourth, I may be poor in just posting polished statements like Dr. Sunil and few of others, but more interested in putting thoughts into practice. Hurdles always are there and I am of the habit of accepting best ones and converting the criticism into best suggestions. Thanks for the criticisms- created food for fruitful discussion. Lastly, we the like-minded professionals have initiated / created the platform for open discussion with a good intention. Still it is in primary stage. As I knew, the present Governing body is also tentative one. This is the high time. Let all of us sit together, offer suggestions, workout the modalities of formation, bye- law etc. Let anybody take the lead, we will support them. I will be happy to participate without prejudice in any of the professional meeting called by any association in this regard including KALA. Ultimately purpose should be served, help the budding librarians and save the library profession. Once again, my intention is not to hurt any individual or divide an association. Miss understanding is highly regretted.
