Social scientists study all aspects of society- from past events and achievements to human behavior and relationships among group.Therefore, it is part of the social science institutions and associations to make a strategy that researchers and students become accustomed to regard Internet as a tool to be used in the learning process.   About the Speaker: Dr. M. Krishnamurthy is Faculty at Documentation Research and Training Centre, Indian Statistical Istitute, Bangalore. Prior to taking this assignment he served as librarian at Indian Statistical Institute and as University librarian at University of Mysore. He has 5 years of experience in teaching and 18 years of experience as a librarian. He is the recipient of the prestigious Fulbright Fellowship in 2006 and visited Graduate School of Library and Information Science, Illinois (USA) to carry out research in the field of digital library for the period of one year. He was also the recipient of the "Open Repository Scholarship: to attend a conference at Sydney, Australia in 2007. He has published 80 articles in national and international journals and conferences. He has received Bharath Shiksha Ratana Award in 2012, and Indian Library Association (ILA)"CD Sharma Best Paper Award" in 2013. His research interests are Information and Communications Technologie! s (ICTs), Institutional Repositories, Digital Libraries, Content Management Systems and Social Networking. At present he is Treasurer for the Association of British Scholars, Bangalore. Respected Sir, I am a candidate for the post of Librarian, i found myself being rejected due to No. Diploma in Library science,but for your kind information Sir, now a days there is no Diploma course offered by any University,so a candidate persuing either Degree in Library Sc. ( B.Lib & Infn.Sc ) or Master Degree in Library science MA in library Sc. MLIB through direct mode as a regular candidate or MLISC from IGNOU through correspondence mode. In each case the candidate are eligible having the requisite qualification, but we found not only me but also a most of my friends having Master Degree in Library science MA in library Sc.( MLIB ) from Universities are Rejected due to No. Diploma in Library science certificate. Sir we found ourselves eligible in different Central Govt.Schools like Kendriya Vidyalaya, Navodaya Vidyalayas but how can we be Rejected with such mere condition. Status of College Librarians in different Colleges of West Bengal

Dear SUNNY JOSEPH's<http://lislinks.com/profile/SUNNYJOSEPH?xg_source=msg_mes_network> Thanks for Sending the two orders and the Order of Delhi High Court regarding the status of Librarians in Universities and Government and Non-Government Colleges in India. But it is a pity that most of the teachers as well as principals (so called educated persons) in different colleges of west Bengal denied to accept it rather they deliberately try to humiliate the college librarians now and then. There is neither any status nor any leave rule for the Librarians in different Colleges although they are recruited as per UGC norms.In this respect I am also posting an order of Inspector of Colleges of Vidyasagar University but the Principals as well as the teachers of different colleges Under the university denied to accept it as there is no any clearly defined status or leave rule given by State Govt. You will be surprised that after 1996 the librarians who got retirement did not get neither any leave encasement nor leave refusal in West Bengal. The Higher education Department as well as the State Govt.have no any headache for that. Let us unit together against this through this forum. He was an ocean of knowledge in not only L&IS but related subjects as well. I join in with the fellow professionals all around the globe to offer my condolences to his bereaved family. Foreign varsities to set up campuses as companies, MHRD to change UGC The Union Ministry of Human Resource Development (MHRD) has sent proposals to the Department of Industrial Policy and Promotion and the Department of Economic Affairs to permit foreign universities to open their campuses in the country as companies as provided under the Companies Act. As per the powers vested with the Central Government to make rules under the UGC ACT, the ministry is in the process of finalizing the UGC (Established and Operation of Campuses of Foreign Educational Institutions) Rules by which foreign universities can set up campus in India and issue foreign degrees. The Ministry had sought comments and observations of the Department of Industrial Policy and Promotion (DIPP) and the Department of Economic Affairs (DEA) on the Rules. Both DIPP and DEA have supported the proposal. Under the proposed Rules, Foreign Educational Institutions (FEIs) can set up campuses in India once the FEIs have been notified as Foreign Education Provider (FEPs) by the UGC. FEI have to fulfill of certain eligibility conditions. Any FEI which intends to set up a campus in India would do so through an association to be registered as a company under section 25 of the Companies Act, 1956. The FEI shall be ranked among the top 400 universities of the world as per the ranking published by Times Higher Education, Quacquarelli Symonds (QS) or the Academic Ranking of World Universities (ARWU) by Shanghai Jiao Tong University. A senior official of the MHRD close to the development on condition of anonimity said, " yes the proposal has been sent to the department of economic affairs for its approval and UGC rules are being reframed to allow quality foreign universties to open their campuses in India. It is expected to happen this year only and this will certainly imporve the quality of education being imparted in the country." All FEIs intending to apply under the Rules shall be not-for-profit legal entities, which have been in existence for at least twenty years and accredited by an accrediting agency of that country or in the absence of its accreditation in that country, by an internationally accepted system of accreditation. The FEP will offer programmes of study or courses to be of quality comparable to those offered to students in its main campus. Each FEI before being notified as an FEP would be required to maintain a corpus of not less than Rupees twenty five crores. The Rules also provide for penalties ranging from Rupees fifty lakhs to Rupees one crore for FEP who contravene any provision of these Rules or UGC Act, and the forfeited of corpus fund. The degrees awarded by these FEPs would be treated as foreign degrees only and the same shall be subject to the equivalence accorded by the Association of Indian Universities (AIU) as per their system. Last year, the MHRD had asked the University Grants Commission (UGC) to identify possibilities within the existing laws of regulating and allowing the foreign educational institutions.
