IASLIC demands for setting up Indian Institute of Library and Information Sciences Dear Professional Friends We all are aware that the Working Group on Libraries under National Knowledge Commission (NKC) in its Report to the Nation (2006-2009) entitled “Libraries: Gateway to Knowledge – A Roadmap for Revitalization” recommended the formation of Indian Institute of Library and Information Science (IILIS) of national importance along with other nine major recommendations on libraries. In pursuance of this, a High Level Committee National Mission on Libraries (NML) had been set up by the Government of India. It was extremely heartening to us (IASLIC) with the hope that this NML would give due importance in implementing all ten major recommendations including setting up the Indian Institute of Library and Information Science (IILIS) of national importance which, as a nodal body, would give a vital direction to LIS education, research and practice for both high speed generation and use of knowledge needed for brining a structural change in Indian economy. IASLIC demands that the IILIS is absolutely the need of the hour for the LIS profession of Library and Information Science to fulfill its role as a corner stone of the knowledge society. I am sure; all of our fellow professionals bear the same feelings in their heart. But unfortunately NML has not taken yet any positive step to this effect. At least we could not find any such prominent effort on the part of NML. Thus we, on behalf of IASLIC, wrote to the Hon’ble Prime Minister expressing our grievance in this regard and also approached to Dr Barun Mukherjee, Hon’ble MP (Rajya Shabha) to help Library Professionals of India. IASLIC is ever grateful to Dr Mukherjee for taking up this matter and also for putting forward a demand in the Parliament on August 14, 2013. “Dr Barun Mukherjee (West Bengal) : Sir, I would urge upon the Minister of Culture to set up a National Institute of Library and Information Science as is being demanded by thousands of library professionals and has been recommended by the National Knowledge Commission (NKC) constituted in 2005 initiated by the Prime Minister and headed by Mr Sam Pitroda. The Working Group of Libraries under NKC in its Report entitled “Libraries: Gateway to Knowledge – A Roadmap for revitalization” recommended in 2006 the formation of Indian Institute of Library and Information Science of national importance. With the growing technological development and advancement in research and studies, library and information science have assumed added importance. To feed the need of expertise for the purpose, a national institute for studies, research and training is essential, which we are lacking till now, particularly in the field of public library. Although LIS courses up to Post Graduate and Ph D levels are offered in many of the universities, overall guiding model at the national level is yet to be developed. NKC has, therefore, recommended NILIS as a nodal body. But this is yet to be implemented by the Government. Even it is not known whether the recommendation has been rejected, and, if so, why? LIS is now a full grown professional subject, having its exclusive Encyclopedia in the International Market. When other professional subjects are having apex academic bodies, why not the LIS? I, therefore, request the Ministry of Culture to take necessary steps to set up the NILIS at an early date.” I, on behalf of IASLIC, request all of our fellow professionals and professional associations to join hands to strengthen this movement. The International Board of Awards Committee of the National Environmental Science Academy (NESA), New Delhi has awarded Dr R Guruprasad, Scientist, Knowledge and Technology Management Division, CSIR-National Aerospace Laboratories, Bangalore as ‘Scientist of the Year 2013’. The merit for consideration for the award was based on two heads, namely: (a) Academic Achievements, (b) Experience and Publications. Dr Guruprasad’s in-depth research work in studying the ‘Use Patterns of Electronic Information Resources among the Aerospace Scientists and Engineers of Bangalore’ and his innovative application of ‘Metadata techniques’ in chronicling the Civil Aircraft Development at CSIR-NAL has been duly recognized by this International Board of Awards Committee. The award consists of a gold medal, citation and a certificate. Dr Guruprasad would be receiving the award in the forthcoming national seminar on ‘Climate Change, Environment and Sustainable Development at Jamia Hamdard, New Delhi on 10 December 2013. Mandate Open Access (OA) Says L.J.Haravu of Open Source ILMS-NewGenLib Fame

Dear Sir/Madam, As a part of Open Access Week-2013, Mysore Librarians and Information Scietintists Association (R), MyLISA, Mysore was organized the special lecture. This is the brief report of the special lecture. Mr. L.J. Haravu, UNESCO Expert on implementation of technology base library services in South East Asia and Arab Countries, gave a special lecture on this occasion on the theme of “Open Access: The Philosophy and Trends” at the SBRR Mahajana First Grade College, Mysore on 26th October 2013. L. J. Haravu started his lecture by citing some of the historical, cultural and social movements that have altered the human civilization in great deal. He pointed out that people movements have started because of some fundamental causes that hindered the human freedom and aspirations of common people. The fundamental changes that occurred because of social, cultural, historical and scientific movements was bring in new legislations, regulations and reforms, he said. Continuing his lecture he said that movements have by-products or spin-offs. 1950 and 60s India witnessed a library movements in a big way, as a part of this there were movements in the areas of classification and indexing, thesaurus building. Now we have been witnessing a new kind of movements in the field of library automation, digitization, open source software adaptation, etc. While speaking on the philosophy behind OA movements, L.J. Haravu highlighted some of the major breakthrough in scholarly publishing domain which played crucial role in spreading OA movements. Some of the major changes in scholarly publishing domain that led to OA movements were: increase emphasize for publishing research papers (publish or perish syndrome), rapid increase in scholarly publications, rise in subscription cost of scholarly journals (200% to 250% of increase in the last 25 years), dwindling library budget on the other hand, deprived of access to research materials, publishers monopoly. Because of some of these reasons, stakeholders involved in scholarly publications (academicians, scientists, librarians, activists, (who are vocal about OA) contemplated for starting OA movement. The developments in contemporary technologies (Internet) provided them a great platform to provide access to information easily like never before. OA movement was formally launched in 3 international meetings in 2002-03, in Budapest, Bethesda and Berlin, he said. He said that there were two major rubrics of OA publishing models. One is OAJs (Open Access Journals) and another model is OAA (Open Access Archiving). He cited some of the examples for OAJs: Public Library of Science (PLoS), Directory of Open Access Journals (DOAJ). For open access archiving major institutional repositories and OAIster. Because of OA movement, today we have, open courseware (MIT Open Courseware), open educational resources, open theses, open data and open source films, he said. L. J. Haravu mentioned some of the barriers for open access, such as business model of OAJ publishers, emergence of predatory OA journals, authors reluctance for publishing their research papers in OA journals. He urged the librarians to play active role in creating awareness and educate academicians/executives about the importance of OA. He also urged the librarians to play crucial role in establishing institutional repositories in their respective intuitions and adopting OA mandate. On this gracious occasion MyLISA felicitated Mrs. Asha P., Mr. Vijaynag and Mr. Shivakumar for having cleared the National Eligibility Test (NET), conducted by the University Grant Commission (UGC) in June 2013. Library professionals from Bangalore, staff of SBRR Mahajana College and MyLISA office bearers and members in large numbers attended the event.
