Professor Neelameghan-sad demise

Dear Professionals, I am saddened to know that Prof. A.Neelameghan has passed away. His contributions to Library Science is really immense. Over a period of four decades Prof. A. Neelameghan was continuously engaged as a visionary leader in the field of Library and Information Science. I had the pleasure with him to work in the Dr. S.R.Ranganathan Access Portal in 2006 to 2007. He helped me to prepare a talk on Five Laws of Libraries and its Influence on the Library Profession: Issues and Challenges. International Seminar Commemorating the 80th Anniversary of Ranganathan's Five Laws of Library Science, Organized by Korean Library Association, Seoul, Korea, during 2012 He will live for ever in the hearts of many LIS professionals. Another Step Forward for the Open Source Community: EBSCO Discovery Service now with VuFind EBSCO Discovery Service is now easily incorporates with your VuFind library resource portal. VuFind is designed for libraries by libraries with the goal of replacing the traditional OPAC to include catalog records, digital library items, institutional repository, institutional bibliography, and other library collections and resources. EBSCO's own Senior Software Engineer, Michelle Milton, MS, (and Ironman competitor) was the key creator of this implementation. Michelle says, "This project was especially important because it contributes to supporting open source initiatives." Michelle explains, " This implementation allows current VuFind users to integrate EDS content on a platform that they are used to. I was excited to see the final results of the implementation and know that customers now have a base to work from and expand upon." If you regularly read the Europeana Pro blog, you have probably already heard of the open access policy of the Rijksmuseum in the Netherlands. Europeana has, alongside other organisations and initiatives, worked with the museum since 2011 to make their public domain collection available online without restrictions. This has resulted in over 150,000 high resolution images for anyone to view, download, copy, remix, print and use for any purpose they can think of. The museum has been really satisfied with the results of this move. They believe that their core business is to get people familiar with the collection and the museum. By making the images available without copyright restrictions, their reach has extended exponentially and far beyond their own website. The material is now for example being shared and used widely in all kinds of online platforms such as Wikipedia or educational websites. However, the decision to make everything available in the highest quality possible was not made overnight. Many small steps had to be taken to get where they are now, and a lot of both internal and external discussions were held. We believe that this case can be an inspiration for other cultural heritage institutions as well. We have therefore taken the effort to describe in a paper the entire process from the beginning to where they are now. Besides the various steps that were taken by the museum, the paper also addresses the broader discussion on the importance of keeping cultural heritage that is out of copyright in analogue form in the public domain in digital form as well. It shows the effect on their revenue from online image sales after they started to make available the material in an open way, and the business potential of openly available cultural heritage collections. In the coming months we want to publish more case studies about cultural institutions that have opened up their collections. Indian Library Association (ILA) is participating in the innovative and best practices of the Government's policy, especially in the filed of Library and Information services. ILA aims at enriching the knowledge society of the country towards an inclusive education and analyzing the role of the Government in the development and implementation of national education and library policies. It is heartening to know that our new Hon'ble Prime Minister is a great friend of e-libraries. During his visit to Bhutan he proudly announced that India would extend its support and expertise in setting up an e-Library for Bhutan with an aid funding of Rs.2 crore. But, the first budget of the new Government has a few unpleasant surprises for the Libraries, which will prove to be counter-productive in the collection development for e-libraries. There are two serious tax burdens, which will adversely affect the development of e-libraries in the country. These are: 1. It is believed that libraries will have to deduct tax at source (TDS) when they make payment for purchase of e-books/e-journals as they may be considered as software/electronic data. This has come into effect since July 2012. Publishers, particularly the foreign ones, are resisting the deduction, as it will be both financial and operational nuisance for them. Also there is no clarity on whether the law considers e-books/e-journals as equivalent to software. The Library profession needs to insist on the Government for policy clarification on this matter and request for exemption of e-resources of educational nature from TDS deduction. 2. While subscription to online e-resources were exempted from service tax by the previous Government through a general exemption of educational services to schools and colleges under the category "Auxiliary Educational Services" in the negative list, the current Government has withdrawn this exemption. This means, all purchases/subscriptions of e-books/e-journals will come under the additional burden of service tax, which will be about 12.5%. ILA is submitting a petition to Shri Arun Jaitley, Hon'ble Finance Minister, drawing his kind attention to the need for exempting e-books/e-journals from the above tax burdens and further requesting him to issue a policy clarification that e-content should not be treated as software under the law and should be freed from all tax burdens like the printed books and journals have been accorded tax-free status. Sad demise of Prof Neelamaghan

I am deeply shocked and sad to hear the heartbroken news about the sad demise of Prof. Neelameghan, an extraordinary teacher of LIS. It is really an immense loss to our profession. I am always remembering him while teaching WINISIS because he taught me Micro CDS/ISIS. I pray God may his heart and soul rest in peace and comfort.
