Career Advancement Scheme for Librarians under the UGC Scheme

Dear professional friendsI would like to bring your attention to a very tricky situation being faced by librarians working in colleges and universities under the UGC Scheme.As per the UGC Scheme, the Career Advancement from College Librarian to Senior Grade and Selection Grade positions are carried out based on the API (Academic Performance Index), which includes components like teaching, research, publications etc and each having a cap on it. None of the librarians in colleges and universities teach in their respective institutions. As such attaining the minimum prescribed API Score is a difficult proposition. The Librarians are also not given projects by the UGC and hence attaining scores through it becomes difficult. I think many librarians will be facing this, but nobody has come up with a plan of action to bring this issue before the concerned authorities. Those who are aware of any such activities kindly place it before the professionals. Otherwise we may come together with a plan of action at the earliest for justice. Dr GOPAKUMAR V. Dear Professionals, Mrs. Ashalatha, Scientist 'F' and Head, Library and Information Centre , ISRO Head Quarters is superannuating today, 31st Oct 2014. She did MLIS from Bangalore University (Course conducted at DRTC along with my batch of 1976-77). Then she worked with Late Prof. M.A. Gopinath as Research Assistant in designing Depth Schedule for Zoology and Botany. She joined ISRO HQ as Scientific Assistant in 1978 and served for more than 37 years. She has been leading a fairly big and rich Special Library of ISRO HQ since 1998. She took lead for giving online access to good number of e-journals for ISRO Patrons. She has been responsible in developing an Institutional Repository using DSpace, giving access to >12,500 items like research articles, internal reports, lectures, newspaper clippings, etc and made it available for the benefit of all ISRO centres through SPACENET. She has provided customised team services covering both bibiographic and full texts covering topics like Moon Mission, GSLV, PSLV, Mars Mission and Space Debris. She took initiative to form ISRO Libraries Consortia, but some how it did not materialise. She has trained many young LIS professionals and developed her team to carry forward her good work, To her credit she has presented some papers in International Conferences and also few publications.
