Public libraries in an Internet age

What is happening to public libraries? In the US, they are increasingly becoming public and democratic spaces says a programme in Michigan Public Radio. http://michiganradio.org/post/public-library-internet-age-series-michigan-r… We should aim at such transition in our country too, but at a pace our different communities can adopt. In cities and large towns the transition can be faster than in rural communities. But we should make special efforts to carry along rural communities. I was in Coimbatore a few weeks ago. There the R S Puram public library has a section for people with different disabilities. At the time I visited, there were about ten visually challenged people. Some were using audio books - regular books converted to audio in house. All of them are adept at NVIDIA technology. A couple of volunteers were doing the conversion. A library assistant was helping an autistic child do a puzzle with blocks. The whole section was well organized and the person in charge - himself visually challenged - was very good and ready to help the users. I was very happy that day. They told me that they conducted a 5-day workshop for the visually challenged a few weeks before I visited the library. An expert was invited from Chennai Anna Centenary Library to conduct the workshop and he teamed up with the local expert. The five-day workshop for twenty participants cost them about Rs 60,000/- That I thought was good value for money. Actually I had a chance to speak to some of the participants and I found they had really benefited. Now, what we need is, to replicate such experiences in a very large number of public libraries. "Without rules banning paid prioritization, libraries would be significantly hampered in efforts to provide the most vulnerable populations with access to content and services on the Internet," the American Library Association, Association of College and Research Libraries, Association of Research Libraries, and Chief Officers of State Library Agencies write in court papers filed on Tuesday. The groups are asking the D.C. Circuit Court of Appeals for permission to file a friend-of-the-court brief in a lawsuit brought by the US Telecom Association, AT&T and other broadband providers against the FCC. The cable and telecoms have asked the appellate court to invalidate the rules. The American Library Association and other library organizations say they intend to argue that the rules are "necessary to protect the mission and values of libraries and their patrons." The net neutrality regulations, which took effect earlier this year, prohibit broadband providers from throttling or degrading content and from charging companies higher fees for faster delivery. The rules also contain a “general conduct” provision that broadly prohibits carriers from unreasonably impeding consumers and content providers from reaching each other. The FCC said it will take a case-by-case approach to evaluating whether a particular practice --including pay-per-byte billing models -- violates that general conduct standard. Broadband providers and groups that support them, including the U.S. Chamber of Commerce, say the appellate court should invalidate the rules. Among other arguments, they say the general conduct standard is too vague. But the library organizations counter that the general conduct provision "is necessary to ensure that the FCC has the authority to protect the openness of the Internet against future harms that cannot yet be defined."
