Dear members, There are many welcoming and protesting messages about the UGC decision on exempting the NET/SLET for the M.Phil and Ph.D holders for appointing as Lecturers. I shall appreciate if any one could give me the complete details of the official announcement on this regard so as to gain full details. I don't know what has been the reason behind this development. The Hindu has also said that Prof. Sukhadeo Thorat had also declined to explain the need for such a move at a news conference. This news are being interpretted differently by dailies. Based on the news of Tamil Nadu dailes. I observed the follwings: 1. M.Phil. holders can be appointed as Lecturer in Degree level institutions 2. Ph.Ds can be appointed as Lecturer in P.G level institutions 3. NET/SLET candidate can be appointed in both the levels. Let me ask the following questions: 1. If an institute offers both U.G and P.G programmes, what will be eligibility for appointing Lecturer? 2. What will be eligibility for the post of University Assistant Librarian? 3. The pay scale for the post of Lecturer/University Assistant Librarian/College Librarian/Documentation Officer is Rs.8000-13500/- Why the qualifcation varies for same scale of pay? 4. A Lecturer teaching U.G course with M.Phil and a Lecturer taching P.G course with Ph.D and a lecturer without both but with NET/SLET teaching both UG and P.G. Is is a digestable or judgeable or reasonable? 5. M.Phil is open to anybody who has a pass in M.L.I.S. degree. M.Phil distance admission is done at door steps by Universities' study centres. IGNO welcomes M.Phil holders for Ph.D distance mode Programme. What else is bar in getting M.Phil or Ph.D. 7.Obtaining Ph.D is simple and it depends on the Guides. Does it require any thing from the other end? 8. Why not the M.Phil and Ph.D holders clear the simple exam "NET/SLET". Is it not easy than Ph.D? My personal opinion is that the queue may not end for one post and the financially richer may ..... The UGC authorities may reconsider the decision and NET/SLET be made compulsory. P. It is well known that with the introduction of NET/ SET, people with minimum standard are getting into academic line, be it lecturers or library professionals in UGC scales. Though my observation may raise some controversy, but with my personal experience, I can say that in most part of India, it is easy to get a Ph. D. than clearing NET/ SET. I have seen people obtaining doctorate degrees without making much effort but having powerful guides and their blessings. This is true in most of the universities and let us accept it. Please find here a news item in today's PIB's news releases: "LINKING UP OF CENTRAL LIBRARIES Rajya Sabha The Government proposes to create an integrated bibliographic database of the Naitonal Librar, Kolkata, Central Secretariat Library, New Delhi and other major libraries. Towards this end, electronic bibliographical database is being created at select libraries, which will be subsequently linked. This was stated by Ms. Ambika Soni, Minister for Tourism and Culture in a reply to a question by S/Shri Balavant alias Bal Apte and Shreegopal Vyas in Rajya Sabha today. She further stated that the said project of retro-conversion of existing catalogues of selected libraries is anticipated to cost around Rs. 10.00 crore during the Tenth Plan. The Project is in its preliminary stage, she added." One well known OS site is SourceForge.net Shareware / Freeware eg: tucows.com, are other ways of sharing programs. Whereas Shareware is commercial, Freeware is free of cost. However the share of MS web servers is on the rise and just like what they did to Netscape in the Browser wars, the same may happen with web servers also. Similar is the case in the database scenario also mySQl vs Oracle/SQL. Whatever be the results, there is no end to this basic war between the rich and the do-gooders. It is a perennial war with no end. I am game. Its fun. The fun is playing the game, not winning or losing. It all relates to the side you choose. Exemption of NET

Referring to Prakash's Mail, I would like to express my views. I feel exemption is a good sign for people who really worth in delivering goods rather than just for the sake of doing NET/Ph.D for the eligibility purpose. Now people have the opportunity to show their talent. One can see in the private sector, without any formal eligibility conditions, people are doing wonderful work. While appointing, one has judge the candidate practically rather than certificates. candidates from autonomus instituions show better performance than NET certified candidates. With this certificate only people with influence background only can get the job and not with the performance background. So, let us have the opportunity to show the talent then put the staff on performance base appointment than government appointment. See the productivity and decide. No use of appointing net candidates with no productivity. It is better to use some management technique to appoint Lecturer/Librarian rather using the same old technique by certificate. SR Self study Library located near Andhra Bank, Safilguda Jail, Saidabad, Hyderabad provides a large Air conditioned single ground floor hall with thirty study tables & Chairs for students preparing for competitive exams like IAS etc. The atmosphere is calm quite and clean. Every student pays around Rs 300 per month. Occupancy for 24 hours (entire day) possible. No books or reference material is provided. It may better be called Self Study Room. Incidentally above mentioned facility is the third venture in Hyderabad. Librarians should note that even empty furnished AC rooms attract readers who are ready to pay. How is that most libraries that have invested lakhs of rupees struggle to get readers or visitors?
