Notification revision of pay scales 2009 I Would like to bring your attention to following points related to library & physical professionals. 1. *For professors* post direct recruitment -*12 year* teaching exp-at university or college or other level .But *for librarian* it is *13 * year of which 5 year as deputy librarian or 10 year as a college librarian or assistant librarian university with same qualifications for professor *this is not the justice and parity* . *There should not be the difference between teachers & librarians in case of experience or other conditions for direct recruitment or CAS as the both posts are of equql cadre drawing same scale.* 2. *For the Associate professors* post direct recruitment- *8 years*teaching exp-at university or college or other level .But *for Deputy librarian it is 10year* of which 5 year as Assistant librarian in uni. or 5year as a college librarian with same qualifications *for ass. proffesor this is not the justice and parity . There should not be the difference between teachers & librarians in case of experience or other conditions for direct recruitment or CAs as the both posts are of equql* cadre drawing same scale. 3. *The direct recruited associate professor will be placed in 37400-67000 with A.G.P. 9000. However the deputy librarian wiil be placed in 15600-39100with A.G.P. & will move into 37400-67000 with A.G.P. 9000 after 3years* this is not the justice because both post have same qualifications at the time of recruitment. 4. At U.G& P.G. level colleges like university 10 % post of post of professor will be created & there will be only one professor post in each deptt. *What about library and physical education professional as library & physical education deptt are also a academic deptts. Librarian & director of physical education in college must be provided with such avenue and they must be given higher AGP 10000 and designated as librarian & Director of physical education itself in colleges . Inexplicable discrimination and disparity by the UGC

Dear Friends, Many of us raising the various service conditions and our pay scale that has been reported in lthe atest UGC PRC Report and HRDG Report and all are absolutely correct.But still I could not understand when the UGC and the HRDG report are saying about parity of librarians with the teachers but throughout its report in all the key points they have discriminated these minority class. They are looking for NET/SET qualification in addition to 55% in MLIS for the post of College Librarian/Assistant librarian in the university but from their reports it appear that possibly they are determined not to redeignate us as Assistant Professors in LIS. Though the UGC is advocating the modern outlook in higher education of the country but actually they are satisfying the popular demands of the teachers with vested interest.With the time the stereotype definition of the "teachers" and "teaching" must be changed. Librarians are teachers in their own right. I will examine the growth of managerialism in political elections in which increasingly there is no clear winner in a conventional sense. The Obama victory is exceptional on many levels as I will explain and represents a break with machine style politics. People across the world are fascinated by his leadership. He was the first modern leader to exploit new infomation technologies that uses discussion groups, chat rooms and virtual organizations on Facebook to create a political movement to mobilize his mass base. I will explain in some detail how Obama's campaign allowed people to get involved actively and how they became the generators of ideas and suggestions. These virtual modes of communicating with the public, helped create a clear choice for the Americans. In particular, technology helped Obama reach the critical voters below the age of 30, and to win their hearts. This process was coordinated by paid staff across about 780 regional offices in the US. The campaign also included texting through cell phone networks and e-mails as an important promotional component. According to the Report of the Committee to Review the Pay Scales and Service Conditions of University and College Teachers, 2008, Eligibility Conditions for Appointment in Universities and Colleges Besides the other qualifications laid down by the UGC for the post of Assistant Professor, qualifying in the NET/SET examination shall be essential for being eligible to apply for the post of Assistant Professor. However, those who possess a Ph.D degree in the subject shall be exempted from the NET/SET qualifications, provided the Universities, however, carry out reforms to raise the standard of Ph.D. degrees. Policy regards Librarians and D.P.E.s

According to the Report of the Committee to Review the Pay Scales and Service Conditions of University and College Teachers, 2008 Policy regards Librarians and D.P.E.s Most representatives of Librarians and D.P.E.s expressed satisfaction over the fact that parity had been maintained between their scales of pay and those of teachers at various levels and urged the present Pay Review Committee to continue to maintain this. However, they made the following observations about their service and working conditions and wanted the Committee to make suitable recommendations in this regard: 4.18.1 Promotion under CAS for Deputy Librarians/Deputy D.P.Es While any number of Readers or Associate Professors could become Professors through the process of promotion under CAS, similar privileges were not available to Deputy Librarians or Deputy D.P.Es in universities since there is only one Librarian/D.P.E in the university. Therefore, some promotion facilities to Deputy Librarians and Deputy D.P.Es should be made available. 4.18.2 Research Projects, Sabbatical/Study Leave and Vacation facilities Librarians/D.P.E.s While the Librarians/D.P.Es have been recognized as teachers, many privileges like eligibility for applying for major and minor research projects, various kinds of leaves like the study and sabbatical leave, end of the session vacations were not available to them. These should be extended to them as well. 4.18.3 Upgradation of skill Librarians/D.P.E.s The situation of libraries and sports facilities, according to most library/sports staff representatives present in various meetings, was very pathetic since in most places the positions of librarians/D.P.Es were lying vacant and there was hardly any professional staff to manage them. There were also no opportunities for them to improve their professional skills through Refresher Courses or Orientation Programmes although the management of libraries as well as sports had become quite challenging thanks to the introduction of computers, and many other technical inputs. 4.18.4 Other professional staff of libraries and sports as academic staff It was also brought to the notice of the Committee that other professional staff like Professional Assistants, Cataloguers in libraries and Coaches etc., had been kept out of the purview of the Pay Review Committee since they had not been recognized as academic staff. The participants wanted them to be also recognized as academic staff and given appropriate scales of pay and other privileges. -- Ajay M.
