Mike Doyle (D-PA) and a bi-partisan host of co-sponsors. The proposed bill would build on the success of the first U.S. mandate for public access to the published results of publicly funded research at the National Institutes of Health (NIH), and require federal agencies with annual extramural research budgets of $100 million or more to provide the public with online access to research manuscripts stemming from funded research no later than six months after publication in a peer-reviewed journal. “Free and open access to scientific literature and data are the underpinnings of discovery in the digital age,” said Stephen Friend MD PhD, President and Co-Founder of Sage Bionetworks. “Full collaboration among researchers is essential, and we have the power now to communicate, collaborate, and innovate in ways that were previously unimaginable. I applaud the sponsors of the Federal Research Public Access Act for their commitment to ensuring the kind of access scientists need to make progress on improved disease treatments and diagnostics in the digital world.” Like the Senate bill introduced in 2009 by Senators Lieberman (I-CT) and Cornyn (R-TX), H.R. 5037 would unlock unclassified research funded by agencies including: Department of Agriculture, Department of Commerce, Department of Defense, Department of Education, Department of Energy, Department of Health and Human Services, Department of Homeland Security, Department of Transportation, Environmental Protection Agency, National Aeronautics and Space Administration, and the National Science Foundation. H.R. 5037 follows closely on the heels of a recent expression of interest in public access policies from the White House Office of Science and Technology Policy, which issued a request for public comment on mechanisms that would leverage federal investments in scientific research and increase access to information that promises to stimulate scientific and technological innovation and competitiveness. “This bill recognizes the urgent need – and opportunity – to use digital technology to increase the pace of innovation,” added Elliot Schwartz, Vice President for Economic Studies at the Committee for Economic Development. “The bill is a crucial, welcome move toward advancing research through openness and avoiding making the taxpayer pay twice for taxpayer-funded research… it is good public policy.” The introduction of H.R. 5037 was also welcomed by leaders in the higher education community, who recognize this legislation helps to ensure the United States is positioned to continue to fuel education and innovation. "Conducting critical research that enriches and improves lives has always been a key mission of universities in this country, including Ohio State," said E. Gordon Gee, president of The Ohio State University. "Disseminating the knowledge gained from that research is an equally important part of our institutions' public purpose. WebWorld Knowledgebase to simplify access to online contents 15-04-2010 (Paris) UNESCO's Communication and Information Sector (CI) has launched a new online service, Knowledgebase, which has been developed to simplify access to different online contents and to enable users of its website to find quick answers to their questions. WebWorld, the website of UNESCO's Communication and Information Sector, contains a large amount of information about the Sector's activities. Due to the complex website structure and the specificities of UNESCO's language, this information is not always easily accessible. Thanks to the new WebWorld service, Knowledgebase, users can now find what they are looking for in a few clicks. The Knowledgebase allows the search either by category or key word. The main categories cover the questions about the CI website, the Sector's various activities and institutional structure, as well as more general information about UNESCO's events, publications, job opportunities, fellowships, contacts, etc. The search is enriched by a smart suggest, which displays relevant suggestions in response to key words as they are typed. This feature can help users who need answers to their questions but are not sure where to start. The Knowledgebase provides a number of other interesting and useful features to its users. Printer-friendly versions of all knowledge items, as well as PDF exports, are only a click away. Users can rate items, add them to favorites or send them via email to friends and colleagues. Related knowledge items are detected and shown automatically to facilitate easy browsing. Users can also post their comments, subscribe to updates or send queries through an online form. PAN - Indian Income Tax Act for Foreign Service Providers

Dear professionals, The (Indian) Finance Act , 2009 has incorporated a new section in the Indian Income Tax Act, 1961 which casts primary responsibility to obtain PAN ( Permanent Account Number ) on all vendors (including NRI), for their transactions in India. Many non-resident vendors do not have permanent establishments, branch offices or subsidiaries in India, and are confused about this requirement. We would appreciate it if you could share how your organization is dealing with this requirement. Appended below the relevant press release of the Govt. of India New Delhi dated 20January 2010 PRESS RELEASE 1.A new provision relating to tax deduction at source (TDS) under the Income Tax Act 1961 will become applicable with effect from 1st April 2010. Tax at higher of the prescribed rate or 20% will be deducted on all transactions liable to TDS, where the Permanent Account Number (PAN) of the deductee is not available. The law will also apply to all non-residents in respect of payments / remittances liable to TDS. As per the new provisions, certificate for deduction at lower rate or no deduction shall not be given by the assessing officer under section 197, or declaration by deductee under section 197A for non-deduction of TDS on payments shall not be valid, unless the application bears PAN of the applicant / deductee. 2. All deductors are liable to deduct tax at the higher rate in all transactions not having PAN of the deductees on or after 1st April 2010. In order that there is no dispute regarding quoting / non-quoting of PAN or accuracy thereof, the law requires all deductees and dedutors to quote PAN of deductees in all correspondences, bills, vouchers and other documents sent to each other. All deductors are, therefore, advised to intimate their deductees to obtain and furnish their PAN so as to avoid TDS at a higher rate. All deductees, including non-residents having transactions in India liable to TDS, are advised to obtain PAN by 31st March 2010 and communicate the same to their deductors before tax is actually deducted on transactions after that date. 3. The procedure for obtaining PAN is simple, inexpensive and quick. Application for PAN can be filed in Form 49A to National Securities Depository Ltd. (NSDL) or Unit Trust of India Investor Services Ltd. (UTIISL) or their intermediaries. Non-residents can apply through the local embassy / consulate of India. The University Library, Central University Kasaragode has conducted a three days workshop on KOHA software during 7-9 April 2010. Around 25 participants from different libraries and Library Science departments attended the workshop. Workshop was focussed on installation and customisation of the software, both on windows and linux platforms. All sessions were very interactive and participants learned strengths of the KOHA software. First day sessions were handled by Dr Dinesan, Assistant Librarian, Central University and the second and third day by Sri. A. J. Thomson, Librarian, St. Joseph College, Devagiri. Participants were happy about the way how the workshop was conducted and they could learn more about the software. The workshop proved a great success in all respects.
