Dear All, Please find below an extract from the following URL: http://fpbai.org/ --------------------------------------------------------------- THE FEDERATION OF PUBLISHERS' AND BOOKSELLERS' ASSOCIATIONS IN INDIA GOOD OFFICE COMMITTEE The Good Offices Committee is a voluntary organization formed to establish uniform terms of book supplies to libraries, and to ensure a fair working margin to booksellers and an efficient service to the libraries. The Committee meets at regular intervals and after taking into consideration the fluctuations in the currency rates decides on the rates of conversion governing sale of books and periodicals. These rates are widely circulated amongst the libraries all over India either directly or through booksellers. This helped to dispense with the need for a cumbersome procedure of inviting tenders for a diverse product like Books. It has not only facilitated procurement of books by libraries but has also helped book lovers and others to meet their requirement of books smoothly. The Good Offices Committee has been in existence for more than 30 years and a pattern for fixing exchange rates of currencies from time to time has been in existence all through. However, difficulty arose in working of the Good Offices Committee when a new team of office bearers of Indian Library Association (ILA) took over from April 2000. Since then, the Federation has been making all possible efforts to sort out the problem faced. Considering that revival of the GOC is necessary being in the interest of both the librarians and the book trade, the Federation recently took initiative once again and organized a meeting on 18th August 2007 at New Delhi at which 5 representatives from Indian Library Association and 5 representatives from the Federation side were present and discussed the GOC problem to find a way to resolve it. At the end of the meeting, it was agreed that, as a first step, either side would prepare a list of points in connection with revival of the GOC and intimate to the other side. As follow up, while the Federation communicated list of points from their side to President, ILA , list of points from ILA is awaited by us. It is hoped that the process initiated would lead to building up a happy relationship between the librarians and the book trade and pave the way for revival of the GOC. Pending resolution of the problem with the librarians, the Federation, in consultation with affiliated Associations as also important members of the trade, are presently announcing every month the Book industrys own conversion rates. --------------------------------------------------------------- May I request the ILA and LIS professionals to let us know the present status. Are the GOC Rates announced on the above website approved by the ILA? If NO, can we have some guidelines from the ILA on how to pay the booksellers without violating any provisions of GOI rules relating to audit and accounts. Many thanks in advance for all your help. Open Access Week is an opportunity for the worldwide academic and research community to continue to learn about the potential benefits of Open Access (OA), to share what they’ve learned with colleagues, and to inspire wider participation in helping to make Open Access a new norm in scholarship and research. “Open Access Week has evolved from a one-day student event on a dozen campuses to a truly global phenomenon,” said Jennifer McLennan, Open Access Week program director at SPARC (the Scholarly Publishing and Academic Resources Coalition). “We’ve seen participation expand to include hundreds of university and college campuses, research institutes, funding agencies, libraries, and think tanks – all connecting the fast-growing global momentum toward openness with the advancement of policy changes on the local level.” In 2009, Open Access Week spurred the announcement of actions including expanded open-access publication funds, the adoption of institution-wide open-access policies, and the release of new reports on the societal and economic benefits of OA. This year’s OA Week preparations kick off with a challenge to researchers from Dr. Philip E. Bourne, Professor of Pharmacy and Pharmaceutical Sciences at the University of California San Diego and Founding Editor-in-Chief of PLoS Computational Biology. In a video posted to the OA Week Web site, Bourne calls upon scholars to think beyond free and ready access to the literature – made possible by Open Access – and consider how technology may be deployed to advance research, to truly mine the increasing amount of available literature. He says, “What I think ultimately will be the main success of Open Access, is that you have the full text of the literature in an XML format that can be analyzed and used by computer. The idea that we’ll be able to keep up with [the volume of literature being published] is just untenable. To actually make full use of the literature, we’re going to require tools to help us.” He challenges his peers in the research community to surface efforts like SciVee (a new type of learning experience that mashes up journal articles with rich media) and UCSD’s BioLit (an initiative to integrate database identifiers and rich meta-data from open-access articles with biological databases) – both of which “would not be possible without unbridled and free access to the literature.” Challenges like Dr. Bourne’s, and responses to them – experiences and projects that demonstrate the power of Open Access to enable the Web and advance discovery – will be highlighted across global efforts in conjunction with the Week. As we are aware that UGC is the highest governing body to ensure high quality education in India. The way UGC has come up with research funds, is no doubt appreciative at every account. Every central university is bound to follow the norms of UGC Act/Ordinances/ Rules and Regulation. For each sect within the university, UGC has its own norms and regulations. *So keeping all the UGC Act/Circulars/Rules and Regulation in concern, the question arise after seeing the current trend that does UGC allow a research scholar of a central university to deceive the department and do job abroad on the name of data collection? * We have been going through lot of posting on this forum in regard to the improvement and trends of LIS, as well as its a hot topic in this forum to change the current scenario of the LIS. The question at this hour is that researchers are the pillars and path to come up with new innovation to their respective fields. But, it seems to be a trend in the university and specially in library science department producing fake researcher who never ever paid heed to their research and being awarded a doctorate degree by the end of their duration confined by UGC. Is this type of researcher will bring change who had their thesis copied by some one else, doing job abroad and their guide working on his/her behalf, deceiving the department and enjoying other monetary benefits on the name of data collection, paying a hefty amount to the supervisor of his/her income. World Book and Copyright Day at KV Pattom

Dear All, The Library Media Centre at Kendriya Vidyalaya Pattom celebrated the World Book and Copyright Day 2010 with competitions, exhibition and an author meet from 22 to 24 April. There were bookmark designing and book review writing competitions and an exhibition of books written by William Shakespeare, whose birth and death day falls on 23 April, which was declared as World Book and Copyright Day by UNESCO in 1995. In the author meet held on 24 April, Dr. Vilakkudy Rajendran, Malayalam writer and former Editor and Assistant Director of Kerala Bhasha institute interacted with the students on books, reading, copyright and libraries. He asserted the importance of books in one's life and asked the students to become the guardians of own launguage. The activities of Reader's Club for the year 2010-'11 were also formally inaugurated by Mr. Rajendran. He distributed the prizes to the competition winners. The function wasfalicitated by B.N.Mishra, Vice Principal, V.Joseph, Head Master and Dr. K J Ajith Kumar, Vice Chairman, PTA of the vidyalaya.
