Dear friends, I would like to send out this appeal to all of you residing in Karnataka to ask if you would be willing to be involved in a programme of mentoring high school libraries in your vicinity You may be required to pay a visit to the school about once a month. As a member of the Karnataka Knowledge Commission, I have been closely associated with "Arivu" , an initiative which covered 225 high schools in helping them set up active open libraries in their schools. In this regard, they were provided with open racks, a carefully selected set of books in Kannada and English, along with a user-friendly manual written especially for this purpose. In addition we held workshops with the participating teachers where we helped them raise questions and generate ideas towards running an open library with the active help of the students themselves. The schools have now embarked on this programme about a month ago. We feel that to make this an effective model, monthly visits by mentors would be essential. Therefore the idea was to gather a pool of resource people who would be willing to give some of their valuable time to perform this invaluable task and serve the profession as well. Our plan is to link each school with a library professional who is based in the same district. Please contact me for any clarification and to respond with your name, place of residence and availability so that we may begin the process of linking schools with mentors. Beyond OER: Shifting Focus to Open Educational Practices -- OPAL Report 2011 released 22-02-2011 (Paris) The Open Educational Quality Initiative (OPAL) releases its Report 2011, entitled Beyond OER: Shifting Focus to Open Educational Practices. Among its conclusions is the fact that OER are more widely used where programmes or initiatives for open resources exist at the institutional level. The lesser the fear, insecurity or discomfort towards OER, the higher the frequency of their use. The report thus advocates building trust in OER in order to increase their actual usage and to build open learning architectures to transform learning. As a member of OPAL Initiative, UNESCO contributed to the international dimensions of the Report, especially policy development and institutional capacity building, and will also be responsible for its wide dissemination. Institutional policies for OER are still a long way from impacting on educational institutions, according to findings from the OPAL quantitative survey. The perception by respondents that OER lead to institutional innovation still does not translate into implementation at the organization level. This is further compounded, on the one hand, by the very modest levels of support to factors that induce or enable the implementation of Open Educational Practices (OEP) in educational institutions, and on the other hand, by the level of importance attached by respondents to institutional policy barriers to the use of OER. The report presents the following key findings in relation to supporting factors for OER. Policy support for OER: * Support and recognition for OER projects and initiatives is necessary in institutional policy in higher education and adult education. * Support for localization, adaptation and translation of existing OER and support for implementing appropriate licensing schemes are viewed as very important. * Infrastructure, access and availability are seen as necessary conditions. * Promotion of quality assurance for OER is viewed as necessary. Role of networks and partnerships for the diffusion of OER in institutions: * 54% of all respondents stated that partnership with other organizations is a supporting factor for the use of OER. * Future OER-related support initiatives should focus their attention more on partnerships with other institutions. Demand for specific quality assurance processes for OER * The report shows that systematic quality assurance mechanisms for OER are lacking in higher education and adult education in Europe. * Educational professionals give voice to considerable insecurity about how they can demonstrate the value of OER. The second talk of the series has been scheduled on Tuesday 1st Mar 2011 @ 6.00pm at the following Address: Sarada Ranganathan Endowment for Library Science (SRELS) # 702, 'Upstairs', 42nd Cross, III Block Rajajinagar, Bangalore - 560 010 Title: Implicit knowledge in Cartoons - A study of cartoons of famous Indian Cartoonists with particular reference to R.K.Laxman. Speaker: Prof. A Y Asundi Abstract: The content analysis of News Papers is one of the common features in mass communication channels for extracting the knowledge. They focus on news items or feature articles. But the analysis of the cartoons' implicit knowledge is uncommon. In cartoons, the caricature, the content and the context of the useful satiric knowledge is implicit and inherent. Yet it is common perception that they are for 'fun' and to 'children' only sections. In fact children are more often prevented from watching cartoons, with the fear of becoming 'cartoon addict' in early days by reading cartoon books and now watching cartoons channels on Television broadcast. But there is sufficient hidden knowledge that can be explicated and also can be creative and innovative, and need to be extracted for assimilation both by children, adults and the aged, especially the latter can guide the children to the innovative knowledge embedded in cartoons. The talk would attempt to identify the implicit knowledge of cartoons of R.K.Laxman, to surface for explicit knowledge in their socio-political and administrative and other contexts contemporarily. The talk also tries to categorise the cartoons on the basis of content and cartoonists point of views. Several cartoon examples are explicated to highlight their hidden themes. About Speaker: Dr. A Y Asundi is a post-graduate in library and information science. He has done his ADR from INSDOC (First Rank). He has done his PhD from Gulbarga University on Classification. He has over 40 years of experience as a Librarian, Scholar and Teacher of LIS in the premiere institutions, namely, Indian Institute of Management (IIMB) and Bangalore University. He served as a Professor & Chairman (Rtd.), Dept of LIS, Bangalore University & in charge of IT centre of UGC/INFLIBNET at Bangalore University. He is one of the few in the country who have digested the Classification from its core. Taught for MCA & MIEB in Bangalore and Karnataka Universities. (ii) For Publications where DTP Version is not available: (a) Scan pages having TEXT ONLY with scanner resolution 200 DPI in black and white. (b) Scan pages having B/W DIAGRAMS with scanner resolution 300 DPI in black and white. (c) Scan pages having COLORED DIAGRAMS with scanner resolution 300 DPI in COLOR. (d) Scan pages having COLORED PHOTOs with scanner resolution 600 DPI in COLOR. (e) Save as Multi-page PDF file.
