Call for Participation in Public Opinion Poll designed to institute a rationalized National Test Scheme (NTS) for admission into Tertiary Education in Sciences and Engineering National Test Scheme (NTS) [ http://india.gov.in/nts/ntshome.php http://india.gov.in/nts/profile.php ] The proposed National Test Scheme is designed to allow selection of students for admission to tertiary education. It is based on the single examination evaluation instead of the prevailing multiple competitive examination system in the country. Most nations employ just one test for assessment of scholastic aptitude instead of a plethora of evaluation tests. The current selection systems have, no doubt, resulted in visible benefits. But, the future of Indian youth might need a paradigm shift that ensures opportunity for larger sections of the society. The extreme level of competitiveness in the screening processes employed for deciding access to professional education is not without its psychological or sociological implications for the society. They do influence the mindset and behavioural changes among the youth. "Unity in diversity" is the Indian brand value. Unification, while retaining the diversity of educational systems in the country is the underlying strategy of the proposed National Test Scheme. It is motivated by the principle of inclusion for a collaborative excellence rather than exclusion through competitive excellence. It develops a conceptual framework on the 'ecology of freedom of expression' for discussing the broad context of policy and practice that should be taken into consideration in discussions of this issue. Over the first decade of the 21st century, the Internet and its convergence with mobile communications has enabled greater access to information and communication resources. In 2010, nearly 2 billion people worldwide – over one quarter of the world's population – use the Internet. However, during the same period, defenders of digital rights have raised growing concerns over how legal and regulatory trends might be constraining online freedom of expression. Anecdotal accounts of the arrests of bloggers, the filtering of content and the disconnection of users have sparked these concerns. However, they are reinforced by more systematic studies that provide empirical evidence of encroachments on freedom of expression, such as through the increased use of content filtering. Request for Article: Is it fair?

Dear Sir/Madam/Professional friends This has reference to some of the recently published posts in LISFORUM with a topic "Request for Article", for their requirement of full text journal articles. In most of the requirements it is found that the bibliographic details given by the requester is deficient to find out even the source of the article and moreover it is a time-consuming process. And also seen that some of our professional friends are not even mentioned the title of the journal or year of publication/vol.No/Issues No/ number of pages etc etc. Is it a good practice to ask a person to do complete search and find out the details and then download the article even if we desire to help our friends? In my personal view, it would be very easy and time saving to find out the softcopy (fulltext) of the article (since we need to find out whether we have the full text access or not) if the requester could give the full text link of the source article. or the URL which directs to the publishers platform. Information courses in new central universities

Under the current plan period, central government intended to set up 30 central universities, out of which 15 are in various stages of operation for the 2010-11 session. It has been noted only a small fraction of these universities have opened any information-related courses/ curricula. Historically, central universities have not included information as a subject in their academics. Out of these newly established set-ups, only Central university of Himachal Pradesh appears to have included this subject in their academics. IALA - Request for UGC orders related to Pay Revision from first PRC till date

Dear Academic Librarian friends, Indian Academic Library Association lead a deligation under the leadership of Prof.V.G.Talawar, Vice Chancellor, University of Mysore, Mysore recently to UGC and had a detailed discussion with the Chairman, Secretary and Joint Secretary UGC regarding the Complete parity of status of Teachers to Academic Librarians. The discussion was very encouraging and the Chairman assured us to submit a revised and short memorandum with historical background of the granting of status in all pay review committees. They assured us thet the same will be recommend to the MHRD for further considerations. We there and then itself prepared another memorandum sitting in Delhi University Library and submitted the same next day to UGC. I happend to meet Mr.Dogra, Joint Secretary, UGC a couple of days back in University of Mysore during his visit to Mysore University and learnt that, they need to know with the substantiated justification with the previous orders of UGC in different PRCs over the peiod of time. He said they do not have the old records with the UGC. Hence, I request all the academic Librarians to help us to prepare a memorandum with the justification that the parity was given in earlies PRCs and denied in the last and the current PRCs. Kindly get us the copies of the relevent orders of UGC if you have any, to enable us to get the issue resolved by UGC and MHRD.
