It is a client–server, application layer communications protocol for searching and retrieving information from a database over a TCP/IP computer network. It is covered by ANSI/NISO standard Z39.50, and ISO standard 23950. The National Information Standards Organization of the United States (NISO) relating to libraries begin with Z39. To use Z39.50, you will need either special software or have an ILS with Z39.50 capabilities. Z39.50 acts like a “back door” into a library catalog. In order to download another library’s records, that library has to allow Z39.50 access to its catalog. Wiley Library Awards: Just a Private Initiative

Dear Sir/Madam, This post is in continuation with the ongoing discussion on The Wiley Library Awards. Wiley India is a major publishing house having decades of experience of doing business in publishing industry. It is a private player and we have to see this initiative as another means of expanding their business in India. India and other Asian countries have become major business destinations for US and other European big business houses including for private players involved in publishing books and scholarly publications. So they look for expanding their business interest in third world countries through various means, for instance organizing group meeting in well-known tourist destinations, offering freebies and providing financial assistance for organizing various events and also bringing newsletter and magazines to attract clients. This Wiley Award is also such an event to expand their business. To expand their business they have to have huge corpse of data about financial conditions of the libraries to plan and make their future strategies. So it is up to the participating libraries to decide whether they should participate in this kind of events which is organized by a private publishing house which has business interest. To your post the Wiley Marketing Team has replied on 11 Oct 2017 through the LIS forum. The question is: how these independent jury members are selected and whom they represent? Again we have our own rights to participate or not participate, same also to the Wiley, as an independent private publishing house they have their rights to organize this kind of event or not, to expand their business interest. Paying to publish is an ethical issue. During 2010–14, Indian researchers have used 488 open access (OA) journals levying article processing charge (APC), ranging from US$ 7.5 to 5,000, to publish about 15,400 papers. Use of OA journals levying APC has increased from 242 journals and 2,557 papers in 2010 to 328 journals and 3,634 papers in 2014. We estimate that India is potentially spending about US$ 2.4 million annually on APCs paid to OA journals and the amount would be much more if we add APCs paid to make papers published in hybrid journals open access. It would be prudent for Indian authors to make their work freely available through interoperable repositories, a trend that is growing in Latin America and China, especially when funding is scarce. Scientists are ready to pay APC as long as institutions pay for it and funding agencies are not ready to insist that grants provided for research should not be used for paying APC. -- Regards. However, after going through their nomination forms available online, I understand (if not wrong) that the Wiley is more interested to know the financial health of the Academic and Research Libraries in the country than to know about various measures taken by the libraries towards digital transformation. I failed to understand how the information sought such as (1) Total Annual Budget In Crores (2) Percentage Increase in Budget during Last 5 Years (3) Individual Subscription to Journals etc. correlate with the objectives of the said "Awards" ?
