Why name is "Central Library"

Why we name any Institute/University main Library as central Library? and what is the meaning of Central Library? 2. If the name of Central library has been given name in honor of any person than why "Central" world is included like Mahatma Gandhi Central Library, Biju Patnaik Central Library etc. my view is why it is not only Mahatma Gandhi Library or Biju Patnaik Library? Please explain to me the differences between above? Finding out what authors, editors and reviewers really think of peer review Taylor & Francis have just published the findings in 'Peer review in 2015: a global view'<http://tandf.msgfocus.com/c/14qB2zXKomxzUdAkz6FaLK>, which brings together the survey results and focus group analysis into one of the largest peer review studies in recent years. Within the academic community, peer review is widely recognized as being at the heart of scholarly research. However faith in peer review's integrity is of ongoing and increasing concern to many. It is imperative that publishers (and academic editors) of peer-reviewed scholarly research learn from each other, working together to improve practices in areas such as ethical issues, training and data transparency. http://authorservices.taylorandfrancis.com/wp-content/uploads/2015/10/Peer-… Key findings from 'Peer review in 2015: a global view' * Most researchers rate the benefit of the peer review process towards improving their article as 8 or above out of 10. * Most researchers wait between one and six months for an article they've written to undergo peer review, yet authors (not reviewers / editors) think up to two months is reasonable. * There is a strong preference for double blind review among all respondents, with a rating of 8 or above out of 10. * Single blind review is an unpopular choice but is more acceptable to STM researchers than HSS and, of those, editors and authors are more in favor than reviewers. * There are balanced views across the options of open, open and published, and post-publication review; with a mean rating of between 5 and 6 out of 10 in many cases (with HSS editors less supportive than STM). Dear All: Do you know of scientists, scholars or writers who changed the way they spell their names midway in their career? It could be because of advice from an astrologer or numerologist. They may have papers under the two variants of their names and aggregation of such papers as belonging to the same person poses a problem. Also, do you know of people who changed their name, say because one is adopted by someone? Such people may also have papers under two different names. Berlin 12 Conference report

Report on Berlin 12 Open Access Conference On December 8 and 9, 2015, representatives from several regions (Asia, Europe, and North America) met in Berlin, Germany, to discuss a proposal to flip subscription-based journals to open access models. The initiative is being led by the Max Planck Society, the organizer and host of the invitation-only Berlin 12 Open Access Conference. The rationale for the initiative is based on an analysis undertaken by Max Planck Digital Library (MPDL) <https://www.mpg.de/9202262/area-wide-transition-open-access>, which found that a flip to open access would be possible at no financial risk, “maybe even at lower overall costs” to the system. The objective of the conference was to build a consensus for an internationally coordinated effort to shift libraries’ journal budgets away from subscriptions and towards article processing costs (APCs). In general, most conference participants were supportive “in principle” of a collaborative, international effort to accelerate the transition to open access, although a number of concerns were expressed about a model in which APCs would prevail.
