KERALA LIBRARY ASSOCIATION (KLA) National Seminar on CONTENT MANAGEMENT AND LIBRARIES New Vistas for Harnessing Information Dates:14-16 July 2011 Venue: Padmam Auditorium Institute of Management in Government (IMG) Thiruvananthapuram – 695 033 BACKGROUND Libraries and Information Systems are undergoing a major metamorphosis consequent to the developments in ICT, stretching across the entire life cycle of information handling processes of generation – transmission – consumption - regeneration/recycling. The domain of Knowledge System plays a very significant role inthe development process than ever before. The sources, systems, services and use patterns are changing rapidly. The scenario of Content Management (CM), the nucleus of Knowledge Management, is opening up new challenges and opportunities for Libraries & Information Systems. Changing patterns of the conventional and a host of new generation Content Development Systems and their deliverables have opened up new vistas in CM. LIS professionals are confronted with the new systems and technologies for content organization, content repacking, customized content systems and delivery services. It is equipping them to provide better and more effective enabling information systems and services. There is limitless scope for appropriate CM strategies under the aegis of Knowledge Management as applicable to Enterprise sector, Resource Re-routing, Development Systems, Academic sector, Social sector for Literacy and Empowerment, Research and Innovation sector, etc. The growing popularity of Elearning throws up seamless avenues for LIS professionals for constructive participation in the field. The area is perhaps the most challenging segment of the emerging trends in LIS. Learning skills and knowledge development among LIS professionals on CM is therefore assuming more significance. The philosophy of partnership among the allied disciplines, especially LIS & ICT, needs to be reviewed in this perspective in the backdrop of global publishers and their products and more importantly, the end-user community. OBJECTIVES The rapid developments in the range and scope of CM Systems call for a systematic mapping and review, so as to optimize choice of more productive options. Disparity and discrimination due to CRC Report in Govt Libraries

Dear moderator plz post this matter on the forum for discussion. DISCRIMINATION DUE TO OM 19(1)/IC/86 DATED 24.07.90 OF DEPTT OF EXPENDITURE,M/o FINANCE,GOI It is a matter of great concern for all library professionals, except the head/incharge of the library, who are employed with central govt organisation/ministries and wherein Chattopadhyaya Review Committee Report(CRC Report) has been implemented.There is great disparity and discrimination in the OM 19(1)/IC/86 dated 24.07.1990 of Deptt of Expenditure,GoI.As per different provisions as laid down in this OM whenever library is considered to be reviewed as per 18 variables suggested in the said OM the person who enjoyed the benefit of upgradation is only the head/incharge of the library.Rest of library staff ,whatever their qualification and experience is, not eligible or we can say not entitled and therefore not being considered for upgradation,etc.Its very sorrow affairs and a large numbers of library professionals are being suffered.Similarly it is difficult to imagine that not a single library association/professionals with repute has done anything in this regard. It has become fashion to talk about different issues like digitization, OSS,IR,OA, and many more but I never seen anybody discussing or raising the issues of library professionals governed with CRC Report.At one end they are not getting any promotion,excet ACP/MACP/ on the other their scale is getting down with every Pay Commission.Admin asstt in govt is getting 4600 GP being simple graduate while Library Inf Asstt only 4200 though possessess additional qualification. I hope and do request that professionals who are in commanding position in this field must address this issues at relevant platform only then this severe problem can be sorted out.
