LIS Study Circle <http://lisstudycircle.blogspot.com/>’s monthly session took place at Prof. Dr. Khalid Mahmood’s office on Sept. 10, 2009 . The topic of discussion was “Institutional Repositories’. The participants discussed different aspects of the topic, e.g. Definition, Concept, Characteristics, Software Applications for Institutional Repositories, etc. The discussion was followed by an Iftar Party by Prof. Dr. Khalid Mahmood, at a local restaurant of Lahore. The recommendations of the LIS Study Circle are: *Recommendation:* 1. It is recommended to arrange training workshops/seminars/lectures to train the LIS professionals of the country to successfully implement institutional repositories. 2. Library Associations/Schools/Professional Groups may propose a formal draft for university and special libraries to formally implement institutional repositories in their respective institutions/organizations. 3. Libraries should use specialised software applications specifically developed for ‘institutional repositories’. The circle recommended DSpace and EPrints software for the development of institutional repositories. However it was felt that further evaluation is necessary to finalise the choice of software applications. *Libraries as Transparency Institutions: IFLA Transparency Manifesto Workshop, 17-18 November 2009, Punjabi University, Patiala* * * *Introduction* Corruption, and the suppression of information that might help people to lighten the burden of corruption, is everywhere. No country is free of this. IFLA/FAIFE is delighted that Punjabi University has boldly agreed to host the first, pilot, Transparency Workshop based on the content of IFLA’s*Manifesto on Transparency, Good Governance and Freedom from Corruption *( http://www.ifla.org/en/publications/ifla-manifesto-on-transparency-good-gov…) India is an appropriate venue for the Workshop, not because corruption is a bigger problem here than elsewhere (it is not), but because the inspiration for the IFLA Manifesto came partly from some research on access to information carried out in Delhi (Sharma, Geeta and Sturges, Paul (2007) Using ICT to help the poor access public services: an action research programme, Information Development, 32(1) 15-23.). The idea behind the Workshops is that libraries (public and academic) can be transparency institutions, contributing towards good governance and limiting the scope for corruption. By providing access to print and electronic resources, libraries already contribute to social, political, economic and other forms of transparency, but there is a potential for much more. The Workshop will explore this potential in collaboration with the IATLIS. Indian Association of Teachers of Library and Information Science (IATLIS) is a 40 years old professional association active in LIS education, research, training, conferences, seminars, workshops and collaboration. One of its aims is to raise awareness of library and information professionals concerning the cutting and leading-edge of the library profession. *The Workshop* The inaugural session would be held from at 11.00 on Tuesday, 17 November 2009. From 13.30 on Tuesday until 14.00 on Wednesday 18 November 2009, in the Senate Hall at Punjabi University, Patiala, FAIFE’s presenters, *Dr. Paul Sturges*, *Emeritus Professor, Department of Information Science, Loughborough University, Loughborough (UK), (Chair of FAIFE 2003-2009) *and *Dr. Kai Ekholm, Director and Chief Librarian, National Library of Finland, Helsinki (Finland), (Chair of FAIFE 2009-2011)* will lead participants in the technical sessions of the Transparency Workshop. This will be based on the Workshop Materials available on the IFLA Website ( http://www.ifla.org/en/publications/learning-materials-for-workshops-on-the…) adapted to local circumstances for the occasion. The event is funded by the Swedish Development Agency Sida, which is particularly concerned that women and members of minorities are well represented amongst participants. Participants themselves will have to manage their travel expenses, and pay for their accommodation, breakfast and dinner, if they prefer to stay at the Punjabi University Campus. A limit on numbers attending of 25 will apply, so early application is advised. This state-of-the-art library is housed in a 3-storey building in Andheri East. The facilities provided in this library are open to all and are for free. What's a Digital Library? While a digital library is typically a library that stores content stored in digital formats (as opposed to print, microform, or other media) and accessible by computers, this library consists of printed reading material as well. Other than digital content via CD/DVD-ROMs and the Internet, this Digital Library also houses select books on various topics like art, politics, history, technology, history, etc. Further, there's a whole array of help books/digital content for students preparing for various entrance exams. Structure The digital library has been the brainchild of Andheri East MLA Suresh Shetty, who is also Maharashtra's minister of state of higher and technical education. If you like the decor of the library, you should know that he had a say in it. Dr. BE Sananse, librarian of the Digital Library, was kind enough to give us a tour of this exclusive library just before it was inaugurated. The ground floor houses an an Xbox 360, a multimedia-capable computer for kids to view digital content (Encyclopedias, movies, games, study material) from the selection available. There are books also in Hindi, English and Marathi. This area of the library is meant for children and senior citizens, although it is unlikely for someone to object your presence there if you don't fall in that age group. The first floor is a regular library with has 48 LCD computers with internet connectivity via MTNL Triband. The library consists of 200 CDs, DVDs and specialized legal database covering databases of DELNET, Manuputra (legal database covering supreme court judgments 1950 onwards) and British Council Library (BCL) meant for researchers and scholars to utilize the centre. In case you're wondering about the computer configuration, you'll be pleased to know that all of the HCL computers installed there are powered by Intel Core2 Duo 3Ghz CPU, 2GB Ram, and Windows XP Service Pack 3. The second floor is again has more books and there's more space, what looks like space for computer workstations, but the librarian insists it's meant for people to read books. Fair enough! The third floor is an Audio-Visual, or AV room, fully equipped with a computer, a projector, and speakers. Adjoining this large space is the swanky office of the librarian, Dr. BE Sananse. He was kind enough to give me a tour of this exclusive library just before it was inaugurated. And yes, when you do visit the place, do not miss the lovely cafeteria on the third floor. Once they have the coffee vending machine in place, it should be a delight to relax after a good read over here. How to Get There? World is changing at the faster rate. He said the education is not mere producing graduates and skilled labourers to the required market. It is also giving knowledge to the students on facing life. Education institutions should convert student population to human resources.Librarians can contribute by opening the other windows of the world by accessing sources of knowledge to the students. Indian Statistical Institute Documentation Research and Training Centre's Prof I K Ravichandra Rao said the role of books, libraries and librarians are changing today. Earlier, library catalogue was the only source for seraching the books in the library. However, now catalogues of various libraries can be accessed with a touch of a button. He said the principles of classification laid down by Father of Indian Library Movement Dr S R Ranganathan are relevant even to this day than what it was in 1940s. Libraries must accept the change, he added.
