Public Consultation - National Information Society Policy: A template Developed by the Information For All Programme Of UNESCO to Assist UNESCO Member States in the Development of National Information Policy and Strategy Frameworks The Information for All Programme of UNESCO (IFAP) was established by UNESCO to provide a framework for international co-operation and partnerships in "building an information society for all". IFAP's focus is on ensuring that all people have access to information they can use to enhance their lives. UNESCO has assumed the task of assisting Member States in the formulation of national information policy frameworks, in particular within the framework of the Information for All Programme (IFAP). The "Tunis Agenda for the Information Society," adopted during the second phase of WSIS in Tunis in 2005 included the following paragraph: "Taking into consideration the leading role of governments in partnership with other stakeholders in implementing the WSIS outcomes, including the Geneva Plan of Action, at the national level, we encourage those governments that have not yet done so to elaborate, as appropriate, comprehensive, forward-looking and sustainable national e-strategies, including ICT strategies and sectoral e-strategies as appropriate , as an integral part of national development plans and poverty reduction strategies, as soon as possible and before 2010." The Template is intended to assist countries and governments in the process of developing, or extending and updating, such policies and strategies. It was developed for IFAP and under its guidance by a team of researchers from the Foundation Gestion y Desarrollo – LINKS (Argentina), led by dr Susana Finquelievich. All interested parties are invited to send in comments on this Template, before it is submitted to the Intergovernmental Council of IFAP for approval and then distributed to UNESCO Member States. Teachers Day Celebration

Respected Friends, Greetings for the day, Teachers have a very special place in the society. They have the instinct to recognize talent and nurture it. They are the creators of responsible citizens, who contribute to the society in one way or the other. Students, especially the small children, often consider their favorite teacher as the perfect person on earth. Teachers are considered the mentors, who not only guide a person academically, but also instill moral and ethical values in him/her. Celebrations are parts of every type of relationship. When it comes to teacher and student, Teacher's Day becomes the golden opportunity for both of them, to honor their unique bond and also appreciates teaching and the people who have opted for the profession. It is a day, when students approach their teachers and extend their sincere gratitude to them. It is the time to pay tribute to them, who have shaped up our career and imparted knowledge to their students, not just to excel academically, but also to develop their personality. Ranganathan, the father of Library Science movement in India. Like his GURU, He is also a prolific writer and he produced a good number of outstanding books in Library and Information Science. S.N. Dr. Sarvepalli Radhakrishnan Dr. Sarvepalli Radhakrishnan was one of the most distinguished diplomats, scholars and teachers of India, apart from being the first Vice President and the second President of the country. As a tribute to this great teacher, his birthday is observed as Teacher's Day across India. As a matter of fact, when his students and friends asked him for the permission to celebrate his birthday, it was he who asked them to celebrate the day as Teacher's Day, honoring the efforts of teachers across the country. Birth & Education Dr. S Radhakrishnan was born on September 5, 1888, at Tiruttani, forty miles to the northeast of Chennai (then Madras), in South India. His early years were spent in Tiruttani and Tirupati, both famous as pilgrim centers. He graduated with a Master's Degree in Arts from Madras University. In April 1909, he was appointed to the Department of Philosophy, at the Madras Presidency College. From then onwards, he was engaged in a serious study of Indian philosophy and religion, and went on to become a teacher of Philosophy. Professional Life In 1918, Doctor Radha Krishnan was appointed as the Professor of Philosophy, in the University of Mysore. Three years later, he was appointed as a Professor to King George V Chair of Mental and Moral Science in the University of Calcutta. Dr. Radhakrishnan even represented the University of Calcutta at the Congress of the Universities of the British Empire in June 1926 and the International Congress of Philosophy at the Harvard University in September 1926. In 1929, Dr. Radhakrishnan was invited to take the post vacated by Principal J. Estin Carpenter, in Manchester College, Oxford. In Oxford, Dr. Radhakrishnan lectured the students on Comparative Religion. From 1936-39, he served as the Spalding Professor of Eastern Religions and Ethic,s at Oxford University. In 1939, he was elected Fellow of the British Academy. From 1939-48, he was the Vice-Chancellor of the Banaras Hindu University. He later held offices that dealt with India's national and international affairs. He was the leader of the Indian delegation to UNESCO during 1946-52. Dr. Radhakrishnan served as the Ambassador of India to U.S.S.R. during 1949-52. He was also a member of the Constituent Assembly of India. His Works Dr. Radhakrishnan penned down a number of books during his lifetime, some of which are like The Hindu View of Life, The Idealist View of Life, Religion and Society, Eastern Religions and Western Thought and A Source Book in Indian Philosophy. He had also written for some of the most reputed international journals. Presidency Of India Dr. Radhakrishnan was the Vice-President of India from 1952 to 1962 and the President, General Conference of UNESCO, from 1952 to 1954. He held the office of the Chancellor, University of Delhi, from 1953-62. In May 1962, Dr. Radhakrishnan became the President of India, a post he served till May 1967. He was honored with Bharat Ratna in 1954. He was also knighted by the British government in the year 1931, but, he used only his academic title ‘Doctor’ throughout his life. Teacher's Day In Different Countries China Teachers' Day was founded at National Central University in 1931. It was adopted by the central government of Republic of China, in 1932. In 1939, the day was set on August 27, Confucius's birthday. People's Republic of China government abrogated it in 1951. It was reestablished in 1985, and the day was changed to September 10. Now more and more people are trying to revert the Teachers' Day back to Confucius's birthday. India In India, Teachers' Day is celebrated on September 5, in honor of Dr Sarvepalli Radhakrishnan, the second President of India. The 5th of September is his birthday. On the day, senior students in schools take up the responsibility of teaching their juniors, to show appreciation for their teachers. The day is not a holiday. It involves many activities in educational institutions. Russia In Russia, Teachers' Day was celebrated on the first Sunday of October, between 1965 and 1994. Since 1994, the day is observed on the 5th of October, coinciding with World Teacher's Day, established by UNESCO in 1994. USA In the United States, Teachers' Day is a non-official holiday on the Tuesday of the first full week of May. The day is celebrated with pomp and gaiety. A number of activities are organized in schools, to honor teachers. The celebrations may continue for the entire week of May. Thailand In Thailand, National Teacher's Day is celebrated every year, on January 16. The day was adopted as Teachers' Day in the island nation, by a resolution of the government on November 21, 1956. The first Teachers' Day was held in 1957. The day is declared as a holiday in schools. Iran In Iran, Teacher's Day is celebrated on May 2. It commemorates the assassination of Iranian professor Ayatollah Morteza Motahhari. The renowned writer, a timeless teacher, was executed on May 2, 1980. On the day, students offer flowers to teachers, to honor the sacred profession. Turkey In Turkey, Teacher's Day is celebrated on 24th of November. Kemal Atatürk dedicated November 24th to honor teachers and their profession. In the profession of teaching is regarded as something incomparable and sacred. There is no holiday on this day. Malaysia May 16 is dedicated to teachers, in Malaysia. The day is celebrated as Teacher's Day in the country, with great enthusiasm. The day is called 'Hari Guru' in Malaysia and is a working day. Since times immemorial, Indians have respected and idolized their teachers. Earlier, we used to call our teachers 'Guru' and now it's the contemporary 'Sir' or 'Madam'. Nevertheless, the role of teachers has remained the same. They were, are and will continue to be our guiding light, creating conditions conducive to our overall development. We will always be thankful to them for their constructive support. It is as an expression of this gratitude only that we celebrate Teacher's Day in India. Teacher's Day is a tribute to the hard work and devotion of the teachers all year long, to educate a child. In India, teacher’s day is celebrated on 5th of September every year. Indian Teacher’s Day is dedicated to Dr. Sarvepalli Radhakrishnan, who was a zealous advocate of education and one of the greatest scholars and teachers of all times, apart from being the first Vice President and the second President of India. As a mark of respect to this phenomenal teacher, his birthday came to be observed as Teacher’s Day in the country. On Teacher's day, students across India dress up as their teachers and take lectures in classes that are assigned to the teachers they represent. Sometimes, teachers sit in their classes as students, trying to relive the time when they, themselves, were students. Also, functions are organized in schools on the special day, where students present dance performances, dramas, and various other programs to entertain their teachers. This day provides for a healthy interaction between teachers and students as well. With respect and heavy heart, I express my heart felt homage to Prof.P.N.Kaula. Last link of Ranganathan is no more with us. It is really shocking and is a great loss for the LIS professionals. I, on behalf of the Department of Library and Information Science, University of Kalyani, West Bengal join the LIS professionals of our country in conveying our condolence and heart-felt sympathies to his grieved family in this hour of sorrow. This special issue will be guest edited by Drs. Paul F. Marty and Michelle M. Kazmer, College of Communication and Information, Florida State University, with Dr. Corinne Jorgensen (Florida State University), Katherine Burton Jones (Harvard Divinity School), and Richard J. Urban (University of Illinois at Urbana-Champaign). DESCRIPTION Many libraries, archives, and museums provide their users with social computing environments that include the ability to tag collections, annotate objects, and otherwise contribute their thoughts to the knowledge base of the institution. Information professionals and users have responded to the transition to a web 2.0 world of user-created content by developing open source tools to coordinate these activities and researching the best ways to involve users in the co-creation of digital knowledge. This rapid influx of new technologies and new methods of interacting with users has come at a time when libraries, archives, and museums still struggle to share data across their own institutions, let alone between different types of institutions. Information professionals in libraries, archives, and museums had barely begun to make progress developing crosswalks and data interoperability standards when, as social computing became the norm on the web, providing the ability for users to manipulate data changed from a cool toy to a basic expectation. Moving forward -- and keeping pace with user expectations -- requires the coordination of many different users (in all their variety) as they contribute, participate, shape, and create all types of data in all types of contexts. We need to consider what social computing really means for the future of libraries, archives, and museums, and think carefully about the future trends and long-term implications of involving users in the co- construction of knowledge online. It is important to have broad-based discussions about what happens when users are involved in shaping and directing and guiding the development of online libraries, archives, and museums and their information resources. For this issue of Library Trends, therefore, we seek authors who can step back and think broadly about those issues that are raised when we bring users into the mix in various ways and at various points in the data/information/knowledge life-cycle. We are interested in receiving high-level theory pieces, supported by research data of course, but with a focus on the long-term trends involved and their implications for libraries, archives, and museums. In particular, we are looking for papers that explore the future trends and long-term implications of the many different ways in which information professionals in libraries, archives, and museums have, can, and should involve their users in the co-construction of digital knowledge based on their online collections. Sample questions include, but are certainly not limited to: * How are libraries, archives, and museums implementing user- contributed data / descriptions of artifacts, objects, or collections on their websites? What are the long-term implications of involving users in the co-description, co-cataloguing of digital knowledge? * How are libraries, archives, and museums encouraging users to create online collections of personal favorites or similar items on their websites? What are the long-term implications of involving users in the co-creation, co-curation of digital knowledge? * How are libraries, archives, and museums encouraging users to create / structure their own online environments, designing personalized websites or portals specifically suited to individual needs? What are the implications of involving users in the design and structuring of online interfaces for the development and presentation of digital knowledge? * How is the education of library, archives, and museum practitioners (and in particular the increase in online and hybrid learning technologies) influencing the ways practitioners subsequently incorporate technology into their user service environments in libraries, archives, and museums? A condolence meeting was held on 1st September 2009 at 10 am at the sixteenth refresher course in library and information science held at UGC-Academic Staff College, University of Mysore, Mysore in connection with the sad demise of the stalwart of library and information science Prof. P.N. Kaula. In the condolence meeting held Dr. P.V. Konnur, University Librarian, Bangalore University narrated his experiences with Prof. Kaula. Dr. N.S. Harinarayana of Department of Library and Information Science, University of Mysore, Mysore briefly presented the accomplishments of Prof. Kaula . Dr. M.K. Bhandi, University Librarian, Mangalore University; Dr. Gadagimath, University Librarian, Gulbarga University; Dr. Mallinath Kumbar, the Refresher Course Coordinator and Reader in the Department of Library and Information Science, University of Mysore, Mysore; Dr. M. Chandrashekara, Reader, Department of Library and Information Science; Dr. Venkatesh Kumar, Director, Academic Staff College; Dr. L.
