UNESCO helps complete study on equitable access to documentary heritage in South Asian Countries 05-05-2008 (New Delhi) The National Mission for Manuscripts of India, in association with UNESCO, completed a research study to assist in the development of legal and policy framework and protocols for promoting equitable access to documentary heritage, relevant to India and other South Asian countries. Entitled Legal and Policy Framework for Promoting Equitable Access to Documentary Heritage, the study seeks to accurately identify and critically examine the legal and policy framework for promoting equitable access to documentary heritage. The National Mission for Manuscripts is the most important institution in India dealing with bibliographic databases and the conservation and preservation of valuable manuscripts. The study covers the legal and policy framework which envelops the lifecycle of the Mission's work: access to manuscripts, their digitisation and creation of databases. By critically examining the legal rules in the practical context of the Missions work, the research team has put together the first review of an initiative aimed at the protection of Indian traditional knowledge. The study illustrates working patterns of the Mission within the legal and policy framework of the country. It is a helpful sourcebook for understanding South Asian legal and policy framework for accessing documentary heritage collections. While the study does not set out to be the final word on these policy initiatives, it definitely makes significant progress in the policy debate and legal literature in this field. The conclusions presented in the form of draft legal agreements and policy recommendations will, with no doubt, be valuable tools for South Asian countries that share similar legal and policy framework within the sub-region. Prasad Executive Officer, SRELS, Bangalore ***** Workshop on NewGenLib (9-11 June 2008) Organized by Sarada Ranganathan Endowment for Library Science (SRELS) in association with Ranganathan Centre for Information Studies (RCIS), JRD Tata Memorial Library Indian Institute of Science and Kesavan Institute of Information and Knowledge Management (KIIKM) WORKSHOP ON NEWGENLIB About NewGenLib NewGenLib (www.newgenlib.com), a web-based integrated library management system (ILMS) was recently made open source under the GNU General Public Licensing (GPL). In the three months since it became open source software (OSS), there have been 6000+ downloads of the software worldwide. NewGenLib is predicated on using international metadata and interoperability standards and web protocols. The two agencies involved in the development of the software: Kesavan Institute of Information and Knowledge Management (KIIKM) (www.kiikm.org) and Verus Solutions Pvt. Ltd., (VSPL) envision the spread of NewGenLib and other open source solutions in libraries in the country and region via advocacy, workshops and services to libraries. The NewGenLib Foundation has been formed to further the use of open source technologies, NewGenLib and also to contribute to its continued enhancement. Workshop Objectives and Content 1. Paradigms of the open source movement and the pros and cons of OSS 2. Technology and architecture of NewGenLib 3. Metadata and inter-operability standards on which NewGenLib in predicated and hands-on exercises on using these. 4. Hands-on installation of the server-and client-side software on Windows and Linux OS 5. Database development (including multilingual data entry) with NewGenLib using direct import and the Z39-50 protocol from web sources of MARC-21 metadata. 6. The development of open access repositories compliant with OAI-PMH via NewGenLib 7. Serials management in NewGenLib and use of standards for display and the MARC-21 holdings format 8. The NewGenLib Desktop Application and the End-of-day Process application 9. Free and paid technical support services that open source users can expect Target Audience for the Workshop LIS professionals with basic working knowledge of IT and IT professionals interested in ILMS and current/potential users of NewGenLib. The Workshop will be limited to 40 participants on a 'first-come-first-served' basis. Cartoon wanted : can anyone help me?

Dear Friends Long ago I saw a cartoon. It contained a series of about 8 pictures. During a night, a person picks up spherical rock/stone pieces, chisels and smoothen them out to the size of a foot ball, paints them to look like foot ball, then stealthily places them at vantage points on the road (say under a well lit lamp post) and then goes home to sleep. Next morning a queue of men of various ages with broken legs pile up in his clinic. He, the mischief maker, who worked hard in the night is an orthopedic surgeon. "It is a hard life indeed" or some such thing was the caption. I saw it on the net about 2 years ago and have sent it to a couple of "ortho doc" friends. But now I am unable to locate this picture, though I have been trying to get at it for the past many months. Can some avid googler take up this challenge and help? Here is a case of Image searching where keywords are not of much use. That is the reason why Google encourages searchers to assign tags or keywords to the image search results. Dear All, I need some information about the standards (National as well as International) used for e-publishing. I also want to know from the library and information science professionals about the interoperable online metadata standards and their applications in Digital Library Softwares. Specifically, I like to know about DCMI (Dublin Core Metadata Initiative which is one of the online metadata standard) and its relevance and applications in Digital Library Softwares. I would be very grateful if I could get some information about e-learning/e-content management softwares/ models. Specifically, like to know if any body is aware of and can explain applications of SCORM which is one of the standard for web based e-learning used internationally. Highlights: The Letters to the Editor the great Tamil poet contributed to The Hindu between 1904 and 1916 have a remarkable range and a distinctive voice. C. Subramania Bharati (1882 - 1921) is indisputably the greatest of modern Tamil poets. He was a precocious child, and his prodigious talent at verse earned him the title of Bharati even as a boy. He briefly taught Tamil at Madurai before joining the Swadesamitran. The nationalist Tamil daily was founded by G. Subramania Iyer, one of the founders of The Hindu.
