01/12/2008 Dear Professionals, In connection with National Library Week Celebrations, Cochin University Library along with Kerala Library Association Ernakulam Region is organising a talk on “Intellectual Property Rights from Librarian’s Point of View”. Intellectual Property Law (IPR) has assumed much significance in this information age especially with the impact of information communication technology, and library professionals should be aware of its latest developments and its implications in managing a library with out getting into troubles. Intellectual property rights are a bundle of economic rights conferred by statute upon the creators of products of Intellectual Labour or activity such as patents, trademarks, industrial designs and geographical indications of source and copyright which includes literary and artistic work etc. In this context a talk on this topic will be very much useful for the library professionals. Internet Governance must ensure freedom of expression and universal access, UNESCO says 04-12-2008 (Hyderabad) “The principles of freedom of expression and universal access must be safeguarded on the Internet and, consequently, in Internet Governance structures”, said Abdul Waheed Khan, UNESCO’s Assistant Director-General for Communication and Information yesterday at the Internet Governance Forum (IGF) in Hyderabad, India. Speaking at the opening ceremony of the Forum, Abdul Waheed Khan said that the Internet, as it is inherently democratic and empowering, provides unparalleled opportunities to realize the dream of a global free flow of ideas and universal access to information and knowledge. “We need clear and globally applicable principles based on human rights, and legal, ethical and technical standards to organize the Internet,” stressed Khan. At the same time, “it is important to ensure that the technical structure of the Internet allows provision of access to content in all languages,” he added. During the three days of the IGF (3-6 December 2008), UNESCO provides a variety of platforms for discussions on freedom of expression and universal access. As part of UNESCO's advocacy for free flow of information and freedom of expression in cyberspace, a workshop on Freedom of Expression in Cyberspace: Internet Filtering and Censorship explores the latest challenges to openness and freedom of expression on the Internet and identifies the implications of governmental and other Internet content regulation, particularly by direct implementation of filtering and content censorship. A workshop on Access to Public Held Information with a Development Perspective addresses the issue of access to public held information, a core element of the right to freedom of information as a fundamental human right, particularly in the context of development. The Internet Governance Forum that meets for the third time is a forum for multi-stakeholder policy dialogue to discuss public policy issues related to key elements of Internet governance in order to foster the sustainability, robustness, security, stability and development of the Internet. One of its main features is to facilitate discourse between bodies dealing with different cross-cutting international public policies regarding the Internet. In the debates on Internet Governance over the last years, UNESCO has consistently advocated the key values of freedom of expression, cultural diversity and openness that must be safeguarded on the Internet. IGF 2008: Content in local languages is as essential as connectivity 05-12-2008 (Hyderabad) The power of the Internet is multiplied when people are able to access and use content in their local languages, agreed a group of experts who opened the 2008 Internet Governance Forum in a session on Reaching the Next Billion: Multilingualism. The complex topic of achieving multilingualism on the Internet has political and social dimensions beyond the technological challenges of ensuring tools for access and translation. Key points of the discussion were: * Content in local languages is as essential as connectivity. People must be able to create and receive information in their local language and to be able to express themselves in ways their peers can understand. * Internet tools and applications – software, hardware, search engines, browsers and translation tools – must be localized and also support the accessibility needs of people with special needs. * A fundamental access point is how one accesses Internet sites. Internationalised Domain Names (IDNs) and internationalised email addresses, to accommodate non-Latin scripts, are being developed through technology, standards and policies. * Increasingly, online communication is occurring in mediums other than in written form: multilingualism for multiple media, of which mobile devices are a significant point of access. * A common framework and language will help the Internet Governance Forum to address these issues. * There remains a great need for capacity building in digital literacy as well as basic, traditional literacy. The panelists were: Alex Corenthin, President of the Internet Society; Manal Ismail, Director of International Technical Coordination, Government of Egypt; Hiroshi Kawamura, President of DAISY consortium (Digital Accessible Information System); Viola Krebs, Executive Director, ICVolunteers; Tulika Pandey, Department of Information Technology, Government of India; S. (Ramki) Ramakrishnan - CEO of C-DAC (Centre for Development of Advanced Computing), India. The moderator and rapporteur for the session was Miriam Nisbet, Director of UNESCO’s Information Society Division. An Open Dialogue plenary session on Reaching the Next Billion: Access and Multilingualism gave panelists and participants from both opening day main sessions an opportunity to discuss in more depth the relationship between access and multilingualism. Atanu Garai has elucidated with examples the poor understanding of HR/Corporate recruiters of the professional/academic requirements to handle the role of Information Management or Knowledge Management. At best they would think of a LIS professional for a "Library" with a view of a physical collection - typically Books, Magazines, Newspapers or Multimedia such as CDs, DVDs, Tapes and so on as per the business the company engages in. Basically Storehouse/Collection management. However it is not always so - there are many exceptions. I have been lucky to have worked in both kinds of Corporate Libraries. My experience of the past 14 years with Media Libraries has been particularly challenging. Fighting mindsets & managing perceptions plays a big part. We as LIS professionals have to work on marketing ourselves and creating our role and place in the company. As you all know Knowledge Management is the big buzz word in the Corporate sector now. At the recently held CII KM India 2008 Knowledge Summit in Mumbai there were about 150 delegates from a spectrum of companies. Amongst all those knowledge practitioners barely 6-7 of us were from the LIS profession. Every other profession, with IT & MBAs in the lead have staked claim to playing the Knowledge Manager role in almost all companies be it Infosys, WIPRO, Satyam, Reliance, MindTree, Eureka Forbes, Airtel� long list. ILFS, Mumbai is an exception I know of and there maybe(hopefully) a couple more. But we are hopelessly outnumbered in this upcoming profession and Job role that we as LIS professionals can so easily play. Mostly in companies the library expenditure was/is shown for tax benefits, like social welfare of employees. Hence basics of libraries are not thought over and just some budget to purchase books & Magazines(not Journals) and some place with tables and chairs is provided. In the course of time the librarian and library is absorbed in some form in company except library. may be publication department or so.and librarian is posted somewhere in the company or fired. It is all oweners' wish and any CEO who has interest in Library & books.
