Despite the current debate worldwide on its acceptance / reservations, these indicators are still widely accepted by the peers, professionals and funding agencies, etc. , presumably due to the absence of an effective alternative mode of rating. Now a new concept is emerging - as seen publicised and promoted by certain publishers and authors : An Indicator based on the frequency/amount of downloads of a paper ! For instance, the international journal " Biotechnology & Applied Biochemistry" (Publisher : Portland Press on behalf of IUMBM) has widely publicised in their website as follows: ' Top 50 Downloaded Papers: The Papers listed below are the 50 most frequently downloaded Papers for the 12 months to the end of May 2004...' (The list contains HTML Full Text & PDF downloadable options too) The details can be accessed at URL : http://bab.portlandpress.com/bab50.htm This has triggered a debate among the scientists (of my Lab) in favour of and against the concept of "Downloading as an Indicator on the quality of Papers". (Incidentally, the second and third highest downloaded papers happened to have been authored by one of our own Scientists!) The book is authored by me (L.J. Haravu) and is targeted to students and teachers in library schools, librarians, and software developers interested in library automation. Some of you may not know me. I retired as senior Manager, Library and Documentation Services of ICRISAT in India in Jan 1996. The table of contents of the book is given at the end of this mail. The book also has an accompanying CD-ROM containing sample applications, data structures, presentations and web resources on topics discussed in the book. The book, in fact is being published on behalf of a charitable professional trust of which I am a trustee, viz., Kesavan Institute of Information and Knowledge Management (KIIKM) (http://www.kiikm.org/). This trust was formed to honour one of Indias great scholar-librarians, Mr B S Kesavan, who was independent Indias first National Librarian and later the first Director of the Indian National Scientific Documentation Centre (INSDOC in New Delhi, India). Mr Kesavan was a pioneer institution builder, a great humanist and a mentor to many young library professionals. The book is priced at Indian Rupees 445.00. However, KIIKM will be offering a limited number of copies of the book to librarys, library schools and individual library professionals at a concessional price of Rupees 330 plus Rupees 35 towards packing and air mail postage (Total of Rupees365.00). In general they have a zero growth policy i.e. if a library adds 1000 titles in a year, the same number of titles are withdrawn. As you are based in New Mumbai you can contact the British Council Library in Mumbai personally and discuss the matter in detail. First and foremost the consent of the Management and the Internal and External Auditors need to be obtained. Developing and implementing internal library policies for weeding will not be cumbersome. It can be based on certain factors viz. : - Obsolete title - Superseded titles - Usage statistics - Damaged books Regards.
