Is it possible that we are wrong in our approach each time ? I am talking here about the "Information literacy" competency of our elite (the educated, of course). Information literacy has to be inherit in our information policy, which is so different that the IT policy that is often/always represented, even at forums like the WSIS. Maybe we can learn a few lessons from the way South Africa and other south east Asian countries have been doing it.
