A journal is international if it is edited by the editorial board drawn from many countries; if the papers come from many countries; and has wider circulation in many countries. A journal published from India if has the above features, it is an international journal. A journal is peer reviewed if it is indexed by databases such as Web of Science, SCOPUS, COMPENDEX and similar one.

Would like to correct meaning of "Peer - Reviewed Journal" .
Peer - Reviewed Journal means that the articles in the journal are
published only after they have been referred to some other experts
from the domain / research area of the article.
The confusion of linking Indexing to Peer-Review is due to the fact
that all Indexing Services only include "Peer - Reviewed" journals in
their services.
So we can say that all Indexed Journals are Peer-Reviewed. However,
not all Peer-Reviewed Journals are indexed. As there are many
Peer-Reviewed journals which are yet to be selected by some indexing
agency.

In general, most of the peer reviewed journals are identified by the databases such as Web of Science and Scopus. However, a few peer reviewed journals are found to be omitted by these databases. The databases look at those journals and consider for indexing if the editors or publishers notify these databases about omission. We can accept the journals indexed by these databases as peer reviewed. I also accept that a (very?) few peer reviewed journals are not covered by these databases.
Identying the peer reviewed journals is a complex process,as many journals claim themselves as peer reviewed.
There is a paper by me about Peer reviewing in Indian S&T journals in CURRENT SCIENCE, VOL. 90, NO. 5, 10 MARCH 2006.

Perhaps we are talking in two different layers. While I am referring
to definitional aspect of the term called "Peer Review"; you are
talking about "Quality Aspect" of Peer Review. For determining the
"quality" aspect of the "Peer Review" you are linking "Indexed" status
of the journal. While I am simply referring to "What is a Peer
Reviewed Journal?" by explaining a pre-publication process, you are
advocating quality aspect that process.
Indexing agencies see lot of other aspects along with the quality of
peer - review. These also include their commercial, political and
competing interests. We should not forget the point that Publication
is a Business Venture and thus various competing interests come into
play leading to creation and propagation of unscientific notions and
myths.
Any what ultimately matters for journals is - Sound and Validated
Reporting of Original Research with high probability of further
Research Impact.
