Archives and Publications Cell (Erstwhile NCSI Building), IISc, Bangalore - 560012 Abstract: Libraries are always inter-connected and global, due to open communication, resource and access with IPR as legal entity for control (which are being legally opened). The access and communication barriers are to be removed for research communication, share data, create communities and deliver products and services. Web provides tools to increase or focus the library services either global or personal (even the personalized service) or to increase the visibility and accessibility. Infrastructure, resources and services are no longer bound by what institution can afford, build or maintained, it is libraries to design and define. With regards, - Francis J.R.D.
