Dear Friends There is a full length article by the eminent Science Writer Dr D Balasubramanian in Today's Hindu (23rd Sep 2004)(p16) on "Open Access to Journals : Nobel Movement". He succinctly describes the problems of procuring journal literature. He advocates and supports Arunachalam's plea that GOI should make it mandatory for Government funded research output generated in India (also) be put in open archives by institutions concerned.
