This is very good news and should be disseminated through all library and information related discussion lists. Raman Research Institute is putting together much of the work of Prof. C V Raman on its institutional archive. It will be a good idea for DST/DSIR to support projects on digitizing the complete works of eminent Indian researchers in all fields and making all of them available through open access archives.
