Over 80 Indian journals are open access journals. These include all 11 journals published by the Indian Academy of Sciences, four published by the Indian National Science Academy, Indian Journal of Medical Research (ICMR), three journals published by the Calicut Medical College, and 38 journals whose OA version is brought out by NIC and thirty journals whose OA versions are published by MedKnow Publications, Bombay.

Where we are lagging behind is in setting up and filling institutional open access archives. The Indian Institute of Science was probably the first Indian institution to set up an institutional archive. Earlier to that, way back in 1997, Institute of Mathematical Sciences set up a mirror site for arXiv, the well-known physics archive.

One Indian institution, NIT, Rourkela, has mandated open access for all the faculty and student research publications including M Tech and Ph D theses. NIT-R is the sixth institution in the world to mandate OA. Funding agencies supporting scientific research such as DST, DBT, DSIR, CSIR and UGC are, for some reason, reluctant to mandate open access for publications resulting from projects funded by them.

A private company [Informatics India, B'lore] has a free service called Open J-Gate which helps anyone with an internet connection to access full text of papers published in all Indian and foreign open access journals. Efforts are afoot at

Perhaps we should appeal to the members of the Parliamentary Standing Committee for Science & Technology and Environment and request them to bring about a suitable legislation mandating open access for all publicly funded research. I think that the Left parties may support the idea readily.
