BASIC FUNCTIONS OF POSITION � Serve as Supervisory Librarian of the American Center Library serving a Consular district consisting of eight states and a population of more than 350 million. � Plan, implement and direct a circulating library as well as a fully automated and fee-based library operation adapting cost-effective measures. � Maintain contact with high-level audiences including governors, ministers, senior government officials, judges, heads of institutions, vice chancellors, senior university professors, journalists and leaders in social, cultural and business communities. � Assess information needs of both internal and external audiences and ensure that Mission and target audience receive authoritative information about the United States. � Act as advisor and consultant to the Public Affairs section on the most effective use of library resources to advance public diplomacy objectives as defined by the Mission Strategic Resource Plan (MSRP) and in support of other programming elements. � The incumbent of this position is responsible for building a team of effective library operations consisting of 14 locally employed professionals. � The incumbent will oversee the American Corner operation in Chandigarh and identify venues for new corners as and when required. � Engage young and diverse public audiences through the use of new technologies including social media networking tools to reach out and market library resources. QUALIFICATIONS REQUIRED 1. Masters degree in library and Information Science (MLIS). 2. Minimum six years of progressively responsible experience in professional library work. Evidence of planning, organization, problem solving and management skills, initiative and creativity. Must have experience in the use and management of emerging t echnologies and electronic resources. 3. Level IV (fluency) in English and Level III (Good Working Knowledge) in Hindi. 4. Must have knowledge of American reference resources and standard professional library practices and procedures. Must have an understanding of the U.S. Government public diplomacy mission and objectives, a thorough knowledge of the U.S and Indian politi cal, economic, social, educational and cultural systems as well as knowledge of key individuals and institutions within those systems. 5. Must possess thorough knowledge and a critical overview of publishing, literary, political and social trends. . Thorough knowledge and understanding of collection development policies and reference services.
