Mandating OA is not bad after all

Friends: He who pays the piper can call the tune. The Wellcome Trust did exactly that. The Trust stipulated that those who receive grants for research must make the resulting research papers free to read online. i.e., open access. But the compliance rate was rather poor. Now the Trust has clamped down on open access. Funding for Those who do not comply would be withheld, they announced and then the compliance rate improved dramatically. There are some eminent Indian scientists who are reluctant to mandate OA and say it would be interfering with the individual scientist's freedom. But the NIH in the US and the Welcome Trust in the UK and many universities in the West have mandated OA. Regards.
