I suggest to refer a report published by All India Council for Technical Education titled "Reshaping postgraduate education and research in Engineering & Tecnology". This contains yearwise (1954 onwards) list of Engineering Ph.D graduates in India. In 1954, there were only 19 Ph.Ds in Engineering whereas in 1996, there were 374 Ph.Ds in Engineering. 675 were the highest number of Ph.Ds in Engineering in 1987.
