One need to ask a question: which principal group of readers will be interested in this book based on the central theme? In our case, is the book covering NGOs exhaustively enough to be the claimant for the main class or is it the poverty that gets discussed all the time ? The DDC has the principle of classifying under the respective discipline and not under subject. Hence the povery alleviation will come under the discipline of social sector/welfare (362.5) and welfare facilities will get under (362.583).
