I fully agree with the concern expressed by Mr Anil Singh. It is rather
strange on the part of UGC that while they ask for same qualification for
Assistant Librarians and teachers in LIS, we can find discrepencies with
regard to promotional avenues. 'The librarians job is very much an
academic job and nothing below that', this should have been realised by
academicians in all subjects. I think, our senior professionals have
miserably failed to convey this message for which this sort of anamolies
still exist. In professional courses, the knowledge and skill of
practitioners is no less, if not more, than the teachers.There should be
uniform yardstick for recruitment to these posts across the country and
also once for all this problem should be sorted out. Why can't UGC make it
mandatory for Assistant Librarians to do some academic work in addition to
regular administrative duties and link the same with Career Advancement
Scheme? It may also think of some other means which will encourage
research activities among professionals like Assistant Librarians,
Documentation Officers etc.
I think the time has come to give a serious thought to this perennial
problem and sort it out once for all. I also appeal to all the concerned
senior professionals to initiate dialogue with UGC and settle the issue
and see that the CAS and other benefits applicable to teachers should also
be there for Assistant Librarians and other professionals in same cadre.

Unjustified Qualification for
Assistant Librarians
Dear LIS-Forum Members,
At present the essential qualification for the post of Lecturers in the
pay scale of Rs.8000-13500/- in Library and Information Science in
University and Colleges is Post Graduation in the concerned subject with
at least 55% marks or its equivalent grade of B in the UGC seven point
scales plus a consistently good academic record. Besides fulfilling the
above qualifications, candidates should have cleared the National
Eligibility Test (NET) for Lecturers conducted by the UGC/ CSIR.
