Dear All Professionals I see number of requests for articles, and have been suggesting to follow NUCSSI and INFLBNET Union Catalogues, apart from  Open Access sources. My only request to all librarians is that when they receive  a request after referring to Union Catalogue sources please respond to their request and build their confidence that they can get the article. You may charge for the Photocopying and postage. It happened once when I was working in SIT and one Researcher in Mathematics wanted just 2 page article and for want of this paper the research was held up for nearly a year. I approached TIFR and the librarian obliged with the paper. Even to this day the researcher recalls the help and whenever I meet her she hardly fails to express this. Hope all librarians who receive requests for papers via referring to Union Catalogue like NUCSSI or INFLBNET please respond and help the fellow librarians. Dear colleagues, Good to note that the topic is again coming for discussion. I had posted this several times on this forum requesting the professional's signature when they seek help from others. While sending request, many professional don't mention their organization. Many libraries may not be the members of Delnet... hence searching union catalog may be difficult. But professional who have membership with DELNET can do the search before posting and request the specific library for the help. Many professionals simply forward the link without bothering to see the content of the request. It becomes the responsibility of the helping person to open the link and then look for related resources in their databases. Our professionals should exert the minimum effort of opening the link and copy the contents to the body of the mail. This will help professionals to decide on type of resources to search in their databases without opening the link. Along with Goudar and Manjunath, I too request our professionals to open the content of the link, check in union catalog/nearby libraries/ send request to specific library with details of the papers in the body itself rather than just sending a link. Finally, please add your signature in your mails so that others know your details while responding to your request. Your signature many times may yield good results. Dear Vasumathi The "rule of 5" you refer to is about CONTU guidelines for ILL. CONTU guidelines. CONTU is a peculiar acronym for the "National *Commission on New Technological Uses *of Copyrighted Works". ( http://old.cni.org/docs/infopols/CONTU.html). Most publishers agree for ILL exchange of articles from e-journals under CONTU guidelines. This is expressed in their license agreement either by default or by asking by the library while signing license agreement. Broadly, the following are the guidelines of CONTU provision. CONTU Guidelines for copying from periodicals apply only to materials less than five years old (referred to as part of the "rule of five"). I believe we are in a position to create such rules after finding out the specifics from other countries. I can find out from the Medlib-L list, and if others can also find out and we arrive at certain rules, that would be nice

Also - can we all do something to ensure that the NUCSSI holdings are regularly updated, AND the libraries who have their data, make arrangements to answer email requests and supply articles? We could even arrive at a reasonable fee per article, just to ensure that there is no unnecessary overload.

It would be nice to have a constructive discussion on planning a right future trend for this. And implement things step by step as soon as possible

Dear Vasumathi Yes, it is the "requesting library" which is responsible for compliance with copyright law and, where applicable, the CONTU Guidelines. Lending Library will have to ensure that the requestor has complied by taking some declaration. Also, CONTU guideline is applicable for only newer articles that are less than five year old. Regarding your question: "how do we get our libraries understand and follow these steps?", I can only say that there should be tutorials 2-3 hours on Copyright Law and compliance requirement for libraries. Also - can we all do something to ensure that the NUCSSI holdings are regularly updated, AND the libraries who have their data, make arrangements to answer email requests and supply articles? We could even arrive at a reasonable fee per article, just to ensure that there is no unnecessary overload.

It would be nice to have a constructive discussion on planning a right future trend for this. And implement things step by step as soon as possible

In fact, with all major consortia having web presence like INDEST, DST-NKRC, UGC-INFONET, FORSA etc. it has never been easier to find details about journal subscriptions, if research gate and Google scholar don't yield the article. A wonderful UC of DST CSIR jrnls. is available at http://www.icast.org.in/ucat/csirjg.htm OA harvested repositories like OAIster, RePEc etc. also help sometimes.
