INTRODUCTION Continuous capacity development and awareness programmes are necessary to achieve the objective of transforming the novice into IT enabled citizens of tommorrow in a cost effective and sustainable way to suit need of diverse stakeholders in inclusive knowledge society. The success of different conferences and workshops especilaly from 2005 by the Department on various recent themes like Digital Library initiatives, Open Access Systems , web resources ,Application Digital Library softwares etc has encouraged and motivated us in partnership with Department of IT in stimulating a forum for different professionals to share their knowledge, experience and wisdom. The theme of the proposed conference is “OSSS: challenges and issues”.
