Because while purchasing any book , cost as well as the quality of the content inside the book, both the things are important. Any book will have a value only when it is required by somebody. It is better to ask the staff, the employees, the subject experts which books are really needed. Also circulating the subject list among the reliable vendors will also help. Thanks and regards.
