LIBRARIAN OF CONGRESS JAMES BILLINGTON, APPOINTED IN 1987, WILL RETIRE James Billington, the librarian of Congress who has led the world's largest library for nearly three decades, will step down at the end of the year. The 86-year-old Russia scholar was just the 13th librarian of the institution since 1800 when he was appointed by President Ronald Reagan in 1987. The library is the nation's oldest federal cultural institution and grew out of Thomas Jefferson's collection of books. It now holds a vast collection of research materials, historical resources and cultural treasures. Billington's decision comes months after a federal report outlined failures at the library regarding the electronic transfer of thousands of documents, the Washington Post reported. Many blamed Billington for wasting millions of taxpayer dollars, the paper reported. The vacancy will be filled by presidential nomination, with confirmation by the U.S. Senate, according to the statement.
