Rising cost of science journals

The constraint can be avoided if some of the following steps can be adopted at our policy level1. Promotion of our own journals like NISCAIR Journals or IAS Journals through concerted efforts as Prakash Chand Sir commented.2. Many University had adopted policy to promote its faculty who has published more no. of articles in high impact factor journals (at least IF >1). Essentially, these high IF journals are being published from abroad as only a few (3-4) Indian journals crossed IF - 1.Instead, had UGC / CSIR taken some pain to categorise journals in different groups like Australian Research Council (http://www.arc.gov.au/era/ANZSRC.htm) did and include some of our Indian journals in higher category, the situation could have been different.3. Promoting Open Access by our elite Institutes like IISc, CSIR, IITs, as Havard University did or Royal Society of London did through their Open Access Membership programme .
