It shows data about subscription payments by the university, for Elsevier, Springer and Wiley. It then asks whether they would be sufficient to cover gold open access payments for all those papers that authors deposited in the institutional repository and that were subsequently published in journals of the three publishers. For Elsevier and Springer it would work, but for Wiley its more iffy.
