Referring to Prakash's Mail, I would like to express my views. I feel exemption is a good sign for people who really worth in delivering goods rather than just for the sake of doing NET/Ph.D for the eligibility purpose. Now people have the opportunity to show their talent. One can see in the private sector, without any formal eligibility conditions, people are doing wonderful work. While appointing, one has judge the candidate practically rather than certificates. candidates from autonomus instituions show better performance than NET certified candidates. With this certificate only people with influence background only can get the job and not with the performance background. So, let us have the opportunity to show the talent then put the staff on performance base appointment than government appointment. See the productivity and decide. No use of appointing net candidates with no productivity. It is better to use some management technique to appoint Lecturer/Librarian rather using the same old technique by certificate. I would like to defer on this issue. No comparision should be made with Private Sector. In private sector - selectors do have a direct responsibilty for ensuring the profit for the company / business. If the best people are not selected, they can loose their profits. And more over, it is easier for them to remove the unsuitable person latter on. In Public Sector - national level tests like NET ensure fair selection. --Sukhdev Singh. Regarding exemption from NET/ SET, I think UGC is doing absolutely wrong thing in considering the same. It is well known that with the introduction of NET/ SET, people with minimum standard are getting into academic line, be it lecturers or library professionals in UGC scales. Though my observation may raise some controversy, but with my personal experience, I can say that in most part of India, it is easy to get a Ph. D. than clearing NET/ SET. I have seen people obtaining doctorate degrees without making much effort but having powerful guides and their blessings. This is true in most of the universities and let us accept it. Here, the need for an eligibility condition like NET/ SET comes. I think UGC should restrain from bringing mediocrity in higher education. -- Prabhash N. Rath, Ph. D.
