Dear All,
With reference to below clarification/Interpretation of the rules i am
still confuse and will like to get more clarity on the same with some
documentary evidences and name of the other University libraries which is
conducting such PhD courses as said in the below discussion " Only
requirement is that the University which offers the Ph.D. programme should
have an academic department on the subject or the University Library may
also be recognized as an academic department" .
I am expecting some answers from Department of LIS/Librarians of University
Libraries.

Librarians, Deputy Librarians and Assistant Librarians are also academic staff as per UGC (but not in IITs). Only difference is that they are non-vacation academic staff. So, there is no problem for them to guide. Only requirement is that the University which offers the Ph.D. programme should have an academic department on the subject or the University Library may also be recognised as an academic department. This is what I would like to share.

Please refer to the Gazette notification Published on 13/07/2016,
entitled *UGC
(Minimum Standards and Procedure for Award of M.PHIL./PH.D Degrees)
Regulations, 2016. If the degree is awarded in the manner described there
in, then only it is considered as a Ph D in the legal terms of UGC.*
