Regarding AICTE mandatory rule to subscribe to INDEST resources

Dear professionals AICTE has made a mandatory rule to subscribe INDEST resources and annual addition of books. It is very interesting that AICTE has given formula and format regarding how many faculties are required and what are their essential educational qualification required to occupy the post in engineering colleges. But there is no single word regarding Librarian or library staff is mentioned in the Hand Book 2012-13. This means that institutions can run the library without Librarian and the qualified staff even though they have the collection and e-resources as per the norms. AICTE is making mandatory rule/norms like library should subscribe to six INDEST resources and every year library should add 250 books for each branch etc. If an institution subscribes and adds as per the norms of AICTE, how can users get the good quality service without the qualified and sufficient number of Library staff? If AICTE is not taking any interest, then why private colleges will take steps to improve th! e Library systems and services. In India, AICTE is the only apex body to regulate and control the activities of Technical Education. So, I appeal to the AICTE Library Advisory committee members to take suitable steps and fix certain norms for Library staff, depending on total collection and the services they provide.
