On February 22, 2013, OSTP Director John Holdren directed Federal agencies with more than $100M in annual R&D expenditures to develop plans within six months to make the published results of federally funded research freely available to the public within one year of publication were directed. The directive applies to published articles (Section 3) as well as data (Section 4). These policies will be green mandates, and will require OA through repositories (Sections 3 and 4).
